Supervision consultant (PIS): a contract worth USD 4.18 million was signed with TEMELSU International Engineering Services Inc. (Turkey) on 27.05.2025. Contract validity – until 02.06.2030.
Contractor: The contract for Lot 1 was signed on April 15, 2026, with CNI22nd (China Nuclear Industry 22nd Construction Co., Ltd.) from China, for a total amount of USD 79.8 million.
The contract for Lot 2 was signed on April 3, 2026, with CR20 (China Railway 20th Bureau Group Corporation) from China, for a total amount of 108.8 million.
Completed works:
1 July 2025 positive conclusion was received from the European Bank for Reconstruction and Development (EBRD) on the tender documentation prepared for the selection of a contractor, allowing the tender announcement to be published.
2 July 2025 tendering for contractor selection was announced.
12 September 2025 the technical proposals of the tender participants were opened. A comprehensive evaluation of the submitted materials was carried out by the consultants (TEMELSU International Engineering Services Inc.), and the results were agreed upon with the evaluation group.
According to Cabinet of Ministers letter No. 04/vm-yu-15-0-5601/25-HDFU dated 16 January 2026, the evaluation report conclusions from the relevant organizations were presented. Following the Cabinet of Ministers' decision, the financial proposals from tender participants were opened on 19 January 2026.
16 February 2026, a no-objection was received from the EBRD on the final report, and the notification of tender results was submitted to the Bank for review.
16 February 2026, a positive conclusion from the EBRD to the notification of tender results was received, after which the notification was sent to the tender participants.
17 February 2026, in accordance with the Bank’s requirements, a 14-day standstill period commenced.
4 March 2026 EBRD announced the conclusion of the standstill period and issued a no-objection statement, allowing negotiations with the selected contractors to proceed.
18–30 March 2026, pre-contract negotiations were held with the winning contractors. During the negotiations, proposals and comments of the parties were discussed.
7 April 2026 EBRD issued a no-objection to the submitted contract for Lot-2.
9 April 2026 the signed contract for Lot 2 was registered with the Ministry of Investments, Industry and Trade under No. K13264192.
18 April 2026 EBRD informed of its no-objection to the contract concluded for Lot 1.
22 April 2026, the contract for Lot 1 with the contractor was registered with the Ministry of Investments, Industry and Trade under No. K13264403.
27 April 2026, based on the bank guarantee provided by China Railway 20th Bureau Group Corporation, the advance payment process is being carried out.
Next steps:
In May–June 2026, mobilization works are planned within the framework of the project.
