Information on the Implementation of the Project "Rural Roads Resilience Sector Project" with the participation of the Asian Development Bank
I. Project Summary:
Basis: Resolution of the President of the Republic of Uzbekistan №157 dated April 15, 2024.
Loan amount: USD 240 million.
Loan Agreement: Signed on December 29, 2023. Entered into force on April 25, 2024.
Loan Agreement Expiration Date: April 25, 2032.
Note: ADB provided loan funds of USD 240.0 million for 25 years, including a 5-year grace period, at 2% per annum.
Project Implementation Period: 9 years (2024–2032), including construction works – 4 years (2024-2027) and maintenance & operation works – 5 years (2028-2032).
Project Capacity: 841 km of local and internal roads with cement-concrete pavement will be built. Note: Stage 2 – 150 km, of which: Jizzakh region – 83 km and Syrdarya region – 67 km.
Stage 3 – 691 km, of which: Republic of Karakalpakstan – 62 km, Khorezm region – 67 km, Bukhara region – 61 km, Navoi region – 61 km, Samarkand region – 60 km, Kashkadarya region – 61 km, Surkhandarya region – 65 km, Tashkent region – 59 km, Fergana region – 62 km, Namangan region – 62 km, Andijan region – 71 km.
II. Implementation Status:
1. Consulting Services for Construction Supervision (5 clusters, total budget USD 6.764 million, of which for Cluster 1: supervision budget for Jizzakh, Syrdarya, and Tashkent regions – USD 1.408 million):
08.02.2024: Tender announcement for Construction Supervision Consultant (CSC) services in Syrdarya, Jizzakh, and Tashkent regions.
03.12.2024: A contract for construction supervision consulting services worth USD 1,238,638 was signed between the "Avtoyulinvest" Agency and the consulting company "Yo’linjiniringloyiha".
18.12.2024: A notification letter was sent regarding the commencement of construction supervision in Syrdarya, Jizzakh, and Tashkent regions.
Currently: Provides construction supervision in Syrdarya and Jizzakh regions.
Cluster 2: Fergana, Andijan, and Namangan regions (supervision budget – USD 1.4 million):
18.12.2025: Tender announcement for Construction Supervision Consultant (CSC, C11) services in Fergana, Andijan, and Namangan regions.
26.03.2026: Following tender results, ADB agreed to sign a contract with the consulting company "Rhythm Plus LLC" (Uzbekistan) for construction supervision in Fergana, Andijan, and Namangan regions. Contract negotiations are currently underway.
2. Consulting Services for Subproject Preparation (budget USD 2.35 million):
Note: According to ADB requirements, for Stage 3, the preparation of Due Diligence reports (verifying the formed list of internal roads for compliance with ADB requirements, studying the economic, environmental, and social impact of the project) must be carried out by a Subproject Preparation Consultant and approved by ADB.
23.01.2024: Tender announcement for the selection of an International Subproject Preparation Consultant (SPC) was published on the Asian Development Bank (ADB) and the Committee for Roads websites.
14.02.2025: A letter regarding the signing of a contract with the consulting company "DONGSUNG ENGINEERING CO. LTD." was sent.
18.03.2025: A contract for consulting services of the International Subproject Preparation Consultant (SPC) worth USD 2,315,380 was signed between the "Avtoyulinvest" Agency and "DONGSUNG ENGINEERING CO. LTD."
25.03.2025: A notification letter was sent regarding the commencement of Due Diligence (checking the compliance of the formed list of internal roads with ADB requirements, studying the economic, environmental, and social impacts of the project) report preparation for Stage 3.
To date: A study is being conducted on the formed list of local and internal roads in the Samarkand region and the Republic of Karakalpakstan for compliance with ADB requirements.
3. Consulting Services for Project Management (budget USD 2.478 million):
22.02.2024: Tender announcement for the selection of an International Project Management Consultant (PMC) was published on the ADB and Committee for Roads websites.
14.04.2025: A contract for consulting services of the "International Project Management Consultant" (PMC) worth USD 2,419,979 was signed between the "Avtoyulinvest" Agency and the consulting company "SAMAN CORPORATION & KYONG DONG ENGINEERING CO. LTD".
21.04.2025: A notification letter was sent regarding the commencement of work by the "International Project Management Consultant" (PMC).
From 02.05.2025: The consulting company "SAMAN CORPORATION & KYONG DONG ENGINEERING CO. LTD" commenced mobilization work.
27.05.2025: The company developed an Initial Periodic Report and submitted it to ADB for approval.
Currently: The consulting company "SAMAN CORPORATION & KYONG DONG ENGINEERING CO. LTD", based on ADB requirements and the contract, has developed semi-annual social monitoring reports for July-December 2024 and January-June, July-December 2025, which have been approved by ADB.
4. Contractor Selection:
a) Syrdarya Region (3 lots – total budget USD 17.6 million):
02.02.2024: Tender announcement for the selection of a contractor for "Construction Works" (Package 2) in Syrdarya region (3 Lots).
04.11.2024: A contract was signed with the contracting entity – joint venture "Nizomiddin Imkon Servis LLC – Dineshchandra R. Agrawal Infracon Private Limited" – for construction works under Lot 1 worth USD 5,242,954.
13.12.2024: A notification letter was sent to the Contractor regarding the start of "Construction Works" for Lot 1 in Syrdarya region.
Lots 2 and 3 of Syrdarya region (re-tender, budget USD 12.46 million):
03.10.2024: Due to the non-compliance of tender participants' (local contractors) qualifications for 2 construction lots (Lots 2 and 3) in Syrdarya region (CW02), the tender criteria were further relaxed, and the amended tender documents were submitted to ADB for approval. ADB, in turn, requested changes to the updated documents.
04.12.2024: Re-tender announced for Lots 2 and 3 of Syrdarya region on the ADB portal and the official website of the Committee for Roads.
13.06.2025: Contract No. RRRSP/CW02/Lot2 was signed with the contracting entity "Romiton Trans Yo‘l Qurilish" LLC for construction works under Lot 2 worth USD 5,050,000.
14.06.2025: The Engineer-Consultant sent a notification letter to the Contractor regarding the start of "Construction Works" for Lot 2.
11.06.2025: Contract No. RRRSP/CW02/Lot3 was signed with the joint venture of "Me’yor Qurilish Asfalt" LLC and "2-Son MKK" LLC for construction works under Lot 3 worth USD 4,467,459.
11.06.2025: The Engineer-Consultant sent a notification letter to the Contractor regarding the start of "Construction Works" for Lot 3.
b) Jizzakh Region (4 lots – total budget USD 19.8 million):
02.02.2024: Tender announcement for the selection of a contractor for "Construction Works" (Package 1) in Jizzakh region (4 Lots).
04.11.2024: A contract was signed with the contracting entity "Trans Logistik" LLC for construction works under Lot 1 worth USD 5,766,500.
13.12.2024: A notification letter was sent to the Contractor regarding the start of "Construction Works" for Lot 1 in Jizzakh region.
Lots 2, 3, and 4 of Jizzakh region (re-tender, budget USD 13.76 million):
08.10.2024: Due to the non-compliance of tender participants' (local contractors) qualifications for 3 construction lots (Lots 2, 3, and 4) in Jizzakh region (CW01), the tender criteria were further relaxed, and the amended tender documents were submitted to ADB for approval. ADB, in turn, requested changes to the updated documents.
04.12.2024: Re-tender announced for Lots 2, 3, and 4 of Jizzakh region on the ADB portal and the official website of the Committee for Roads.
11.06.2025: Contract No. RRRSP/CW01/Lot2 was signed with the joint venture of "Samarqand Uzbekgazsuv Qurilish" LLC and "AK-ZHOL" JSC (Uzbekistan-Kazakhstan) for construction works under Lot 2 worth USD 4,238,339.94.
01.08.2025: The Engineer-Consultant sent a notification letter to the Contractor regarding the start of "Construction Works" for Lot 2.
11.06.2025: Contract No. RRRSP/CW01/Lot3 was signed with the joint venture of "Me’yor Qurilish Asfalt" LLC and "2-Son MKK" LLC for construction works under Lot 3 worth USD 2,906,540.
11.06.2025: The Engineer-Consultant sent a notification letter to the Contractor regarding the start of "Construction Works" for Lot 3.
13.06.2025: Contract No. RRRSP/CW01/Lot4 was signed with the contracting entity "New Tech Samarkand" LLC for construction works under Lot 4 worth USD 5,044,214.75.
04.08.2025: The Engineer-Consultant sent a notification letter to the Contractor regarding the start of "Construction Works" for Lot 4.
Work Completed by Contractors to Date:
Jizzakh Region, Package-1, Lot 1:
Contractor: "Trans Logistik" LLC.
Site: Section 12-38 km (26 km) of road 4K237 "M39 highway (1032 km) – Lalmikor railway station – Aktash village" in Gallaorol district.
Completed work:
Milling of existing asphalt concrete pavement on the 26 km section completed;
earthworks on the 26 km section completed;
laying of cement-stabilized base (M75), thickness h-25 cm on a 3 km section completed.
Necessary inert materials for M350 grade cement-concrete pavement reserved.
Construction of a concrete plant with capacity 120 m³/hour at the construction site completed. Due to water shortage, two water wells 210 meters deep were drilled and put into operation near the site.
Jizzakh Region, Package-1, Lot 2:
Contractor: Joint venture of "Samarqand Uzbekgazsuv Qurilish" LLC and "AK-ZHOL" JSC.
Site: Section 0-26 km (26 km) of the internal road of Gobdin village, Gallaorol district.
Completed work:
The Contractor has completed the development of design estimates and mobilization work.
Milling of existing asphalt concrete pavement has been carried out for 7.8 km.
Necessary inert materials for the construction of the cement-stabilized base (M75 grade) have been reserved.
Construction of a concrete plant with capacity 120 m³/hour at the construction site completed.
Jizzakh Region, Package-1, Lot 3:
Contractor: Joint venture of "Me’yor Qurilish Asfalt" LLC and "2-Son MKK" LLC.
Site: On section 0-5 km (5.1 km) of road 4N1238v "from road 4R41 to Novka village" in Bakhmal district, work on reserving sand-gravel mixture (SGM) (10,000 m³) for the road base has been carried out, as well as the milling process of the existing asphalt concrete pavement on section PK0+00 ÷ PK40+00.
Jizzakh Region, Package-1, Lot 4:
Contractor: "New Tech Samarkand" LLC.
Site: On a 7.0 km section of road 4N1226 "Kazakovul village – poultry farm No.1 and No.2" in Zafarabad district, the milling process of the existing asphalt concrete pavement using a recycler is completed.
On a 3.8 km section, laying of cement-stabilized base (M75) has been carried out.
Necessary inert materials for M350 grade cement-concrete pavement reserved.
Construction of a concrete plant with capacity 120 m³/hour at the construction site completed.
Syrdarya Region, Package-2, Lot 1:
Contractor: Joint venture "Nizomiddin Imkon Servis LLC – Dineshchandra R. Agrawal Infracon Private Limited".
1. Construction with cement-concrete pavement of 4N650 "Shirin city – Shirin DFHU" on the section 0-5 (2,8-5.0km) km in Bayaut district.
Completed work:
Dismantling of unsuitable existing concrete pavement carried out, road base profile correction work carried out, earthworks volume 2,200 m³ completed.
2. Construction with cement-concrete pavement of 4K666 "Kahramon village – Yangiyer city – Pakhtakor village" on the section 19-27 km in Havas district.
Completed work:
4,800 m² of unsuitable old asphalt concrete pavement milled, earthworks volume 2,200 m³ completed. The contractor also carried out laying of M75 grade base (CTB) for 1.3 km using a recycler.
3. Construction with cement-concrete pavement of 4K651 "Beshbulak village – Chortok village – Tatarkishlak village – Karatepa village" on the section 0-10 km in Gulistan district.
Completed work:
On the 0-10 km section, earthworks of 600 m³ and profile correction of the existing road base with sand-gravel mixture filling are underway.
Construction of a concrete plant with capacity 120 m³/hour in Yangiyer city completed.
Syrdarya Region, Package-2, Lot 2:
Contractor: "Romiton Trans Yo‘l Qurilish" LLC.
Construction with cement-concrete pavement of 4N652 "A373 highway – T. Akhmedov DFHU" on the section 0-3 km in Mirzaabad district.
Completed work:
On the 0-3 km road section, along with earthworks, the contractor is developing design estimates and performing mobilization work.
Syrdarya Region, Package-2, Lot 3:
Contractor: Joint venture of "Me’yor Qurilish Asfalt" LLC and "2-Son MKK" LLC.
1. Construction with cement-concrete pavement of 4H646 "Pakhtakor Sh/U – Namuna village – Nurmatobod village" on the section 0-12 km in Saykhunabad district.
Completed work:
On the 0-12 km section, milling of unsuitable old asphalt concrete pavement has been carried out. Earthworks volume 600 m³ and profile correction of the existing road base with sand-gravel mixture filling have been carried out. Checking of working elevations, benchmarks, and geodetic work is in progress.
2. Construction with cement-concrete pavement of 4K646 "Nurata village – Sh. Rakhimov DFHU – Sultanov DFHU" on the section 0-6km in Saykhunabad district.
Completed work:
On the 0-6 km section, 3,000 m² of unsuitable old asphalt concrete pavement has been milled.
Earthworks volume 800 m³ and profile correction of the existing road base with sand-gravel mixture filling are underway.
For the remaining 11 regions (11 Packages, 34 lots):
Tashkent region: Tender announcement for construction works posted on ADB and Committee for Roads websites on 10.07.2025. Bidders' technical proposals were opened on 09.09.2025. Approved by the Sector Procurement Committee (SPC) and ADB. Financial proposals opened on 17.11.2025, submitted to ADB on 25.11.2025.
On 05.03.2026, ADB gave consent to sign a contract with the contracting consortium "Karvon yo’l" LLC / "China Technology" LLC / "Farneftstroy Servis" LLC for Lot 1.
Contract negotiations are currently underway. For Lots 2, 3, 4 of Tashkent region (3 lots), as the contractors' financial proposal prices were above the project budget, the SPC sent a proposal for a re-tender for ADB approval on 08.01.2026 (via email) and again on 18.03.2026.
Fergana region: Tender announcement posted on ADB and Committee for Roads websites on 19.08.2025.
Technical proposals opened on 08.10.2025, evaluation completed, submitted to ADB on 24.11.2025. Financial proposals opened on 09.12.2025, reports submitted to ADB on 16.12.2025, letter of consent received from ADB on 22.12.2025.
Results for contractor "NEMBUS LLC & AVTOYO‘L SANOAT INVEST LLC" (Uzbekistan) for Lots 1-2-3 deemed satisfactory, contract signed with contractor on 16.01.2026. ADB consent letter for signed contracts received on 11.02.2026, contracts registered with the Ministry of Investments, Industry and Trade on 12.02.2026.
Official letter regarding commencement of construction and installation work sent from 12.03.2026. The contractor is currently developing detailed design and performing mobilization work.
Andijan region: Tender announcement posted on ADB and Committee for Roads websites on 08.10.2025. Technical proposals opened on 18.11.2025. Report on technical proposals submitted to ADB on 14.02.2026. Technical proposals approved by SPC and ADB on 25.02.2026, financial proposals opened on 02.03.2026 and submitted to ADB on 19.03.2026. Awaiting ADB consent on financial reports.
Namangan region: Tender announcement posted on ADB and Committee for Roads websites on 12.11.2025. Technical proposals opened on 09.01.2026. Technical proposals approved by SPC and ADB, financial proposals opened on 26.02.2026 and submitted to ADB on 16.03.2026. On 20.03.2026, ADB gave consent to sign contracts with contracting entities: for Lot 1 – JV "Ozoda maxsuslashtirilgan rekonstruksiya va ta’mirlash" LLC and Henan Jinlu Road and Bridge Construction Co., Ltd. (Uzbekistan-China), for Lot 2 – JV Quqon yol tamir LLC and Yangiobod kapital qurilish invest LLC (Uzbekistan), for Lot 3 – JV "QURILISH ZIYO BULDING" LLC and Zhongyu Engineering (Tianjin) Co., Ltd (Uzbekistan-China). Contract negotiations are currently underway.
Surkhandarya region: Tender announcement posted on ADB and Committee for Roads websites on 01.12.2025. Technical proposals opened on 20.01.2026. Technical proposal evaluation is currently underway.
Kashkadarya region: Tender announcement posted on ADB and Committee for Roads websites on 12.12.2025. Technical proposals opened on 30.01.2026. Report on technical proposal evaluation submitted to ADB on 16.03.2026. Awaiting ADB consent on technical reports.
Bukhara region: Tender announcement posted on ADB and Committee for Roads websites on 21.01.2026. Technical proposals opened on 06.03.2026. Technical proposal evaluation is currently underway.
Navoi region: Tender announcement posted on ADB and Committee for Roads websites on 12.02.2026. Technical proposals opened on 02.04.2026. Technical proposal evaluation is currently underway.
Khorezm region: Tender announcement posted on ADB and Committee for Roads websites on 20.02.2026. Opening of participants' technical proposals is expected on 10.04.2026.
Additionally: According to ADB requirements, the International Subproject Preparation Consultant – consulting company "DONGSUNG ENGINEERING CO. LTD" – is preparing Due Diligence reports for the Samarkand region and the Republic of Karakalpakstan. Tenders for construction works in the Samarkand region and the Republic of Karakalpakstan are planned to be announced by the end of April of the current year.
