The new edition of the Law "On Physical Education and Sports" was approved

At a plenary session of the Senate, the revised Law “On Physical Culture and Sports” was reviewed. The Law clearly defines the main directions of state policy in the field of physical culture and sports, as well as state support measures for the development of this sector.
In accordance with the Law, the Ministry of Sports, the National Olympic Committee, and the National Paralympic Committee are included among the subjects of physical culture and sports. Their additional powers are specified.
The Law establishes provisions related to the Paralympic, Deaflympic, Special Olympics, and sports for the visually impaired movements, as well as the legal status and operating procedures of sports federations, clubs, and leagues, including criteria for their inclusion in and exclusion from the register. In addition, the legal status, rights, and obligations of coaches, sports referees, and sports agents are defined.
The revised Law introduces new norms on the prevention of doping in sports and the fight against it, as well as measures to counteract unlawful influence on the results of sports competitions.
The Law also defines the legal status and main functions of the National Anti-Doping Agency.
Unlike the previous version, the new draft stipulates that all cases provided for in Article 2 of the World Anti-Doping Code are recognized as doping.
Terms such as testing, doping control, and competition period, which do not correspond to the definitions set out in the World Anti-Doping Code and International Standards, have been excluded.
The obligations of sports federations and associations in the field of anti-doping are established, and their fulfillment is guaranteed by law.
This Law will serve as a key framework document for the further development of the sector and for strengthening the fight against doping in the country.
The Law also places special emphasis on promoting mass participation in sports and the systematic organization of mass sporting events. According to senators, the Law will contribute to the further development of the sector and the systematic regulation of relations in the field of physical culture and sports.
The senators approved the Law.
