The Khokimiyat of the city of Kokand ensures the socio-economic development of the city, the implementation of the laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, resolutions and orders, protocols and instructions of the regional Kengash of People's Deputies and the khokim of the region. In his activities, the Khokim of the city of Kokand is accountable to the President of the Republic of Uzbekistan, the Cabinet of Ministers and the city Kengash of People's Deputies.

The implementation of the powers of the Khokim of the city of Kokand is ensured by the organizational and practical work of the Khokim of the city of Kokand, deputy khokims, heads of local government bodies, permanent and temporary commissions of the Khokim of the city, other working bodies created by the relevant resolutions, and the apparatus of the Khokim of the city.

The activities of the Khokim of the city of Kokand are organized by the Khokim of the city of Kokand. The Khokim of Kokand, within the powers established by law, issues resolutions that are mandatory for all bodies, enterprises and organizations, officials and citizens of the region. Documents of the Khokim of Kokand that are of a normative nature or have significant significance are adopted in the form of resolutions. Documents of the Khokim of Kokand on operational and other current issues are adopted in the form of orders.

In accordance with Resolution No. ПQ-3407 of November 28, 2017 "On improving the activities of local executive authorities to attract investment and implement innovations", the tasks, functions, rights, responsibilities and procedures for organizing the activities of the Khokim of Kokand's apparatus are defined.

In its activities, the administrative apparatus is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Local Self-Government" and other laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, resolutions, decrees and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other legislative acts, documents of the Council of People's Deputies and the khokim, as well as the Regulation on the apparatus of the khokim of the city of Kokand.

The administrative apparatus ensures the activities of the khokim in informational and analytical, legal, organizational and technical and financial and economic terms, prepares meetings of the Council of People's Deputies in accordance with its regulations, prepares draft documents of the Council of People's Deputies and the khokim, develops practical measures for their implementation and regularly monitors their execution. The apparatus provides organizational, technical and other services for the activities of the Council of People's Deputies.

The apparatus of the khokimiyat of the city of Kokand in its activities is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On local government", the Resolution of the President of the Republic of Uzbekistan "On improving the activities of local executive bodies to attract investment and implement innovations" No. PP-3407 dated November 28, 2017, "Instructions for organizing office work and control over the execution of documents in the offices of the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions, cities and districts of the Republic of Uzbekistan", approved by the Resolution of the Cabinet of Ministers dated March 29, 1999 No. 140, and the Regulation on the khokimiyat of the city of Kokand. Consideration of proposals, applications and complaints of citizens is carried out in accordance with the Law of the Republic of Uzbekistan "On citizens' appeals".
