Tasks defined to improve the management of the fuel and energy sector in the regions

Earlier, the task was set to establish a model system in 14 districts, with one district selected from each region. To this end, work was organized at the mahalla level, with a system established to identify problems in the energy sector and take targeted measures through on-site visits.

The work covered 916 mahallas, 832,000 households, 49,000 business entities, and more than 2,200 social sector facilities. An energy passport and a balance of energy resource needs were developed for each mahalla.

As a result, for the first time, the gap between existing demand and available capacity was accurately calculated at the mahalla level. In particular, a shortage of 60 megawatts of electricity capacity was identified in 265 mahallas, while another 42 mahallas were found to have an annual natural gas deficit of 47 million cubic meters. At the same time, 207 mahallas have reserve electricity capacity.

This approach makes it possible to forecast future energy resource needs and prepare the necessary infrastructure in a timely manner.

On this basis, the modernization of electricity and gas networks has been accelerated. It was determined that 5,695 transformers, 6,900 kilometers of electricity networks, 242 kilometers of gas networks, and 404 gas distribution units in the 14 districts require repairs. Work has begun to improve their technical condition and move them into the “green” category.

To date, 441 transformers, 1,134 kilometers of electricity networks, 88 kilometers of gas networks, and 92 gas distribution units have been repaired.

In addition, work on some facilities launched under investment programs in previous years has now been completed, and the facilities have been put into operation.

According to estimates, demand for energy resources in these districts will increase by 49 percent over the next five years. In this regard, taking into account long-term projects, a five-year program has been developed to ensure a reliable and stable supply of energy resources to the population and businesses.

Under the program, 2,261 transformers and 7,449 kilometers of electricity networks in 721 mahallas, as well as 313 gas distribution units and 327 kilometers of gas networks in 200 mahallas, are planned to be upgraded.

The implementation of these measures will create an additional 1,300 megawatts of transmission capacity in the regions.

Energy consumption at social sector facilities was also examined. The energy consumption of 1,938 facilities was analyzed, with 226 facilities showing low efficiency classified as “red.” A program has been developed to transition these facilities to energy-efficient systems, and practical work has begun.

The implementation of the planned measures will save 4.3 million kilowatt-hours of electricity and 2.1 million cubic meters of natural gas annually.

The Head of State emphasized the need to extend the approach applied in the 14 districts to all districts across the country.

Responsible officials were instructed to organize work at the mahalla level in all regions, develop energy passports and energy consumption balances, conduct targeted assessments of the condition of energy networks, and gradually address the identified problems.

The goal is to move the energy sector away from the practice of “addressing problems after they arise” toward a system that provides for early identification of problems, advance planning of necessary measures, and their prevention.

The meeting also addressed measures to accelerate projects to transfer the management of regional electricity networks in Samarkand region to foreign investors and to construct the Surkhan-Puli-Khumri high-voltage transmission line.
