
Regional development
In the direction of reforming the national economy, effective measures have been taken to liberalize foreign trade, tax and financial policies, support entrepreneurship and guarantee the inviolability of private property, organize deep processing of agricultural products, and ensure the accelerated development of regions.
Strengthening the social protection of citizens and reducing poverty are identified as priority areas of state policy, and the provision of the population with new jobs and a guaranteed source of income, qualified medical and educational services, and decent living conditions have been raised to a qualitatively new level.
In 2022, 8 trillion UZS were allocated from the budget to improve the infrastructure of mahallas, address issues that have worried the population for many years. Within the framework of Participatory Budgeting, based on proposals received from about 8 million citizens, 2.5 trillion UZS were allocated to projects in mahallas. At the same time, additional revenues to the budget for 16.5 trillion UZS made it possible to allocate more funds to improve the infrastructure of the regions.
In order to accelerate the pace of social and economic development at the local level, improve local governance in this area based on the principle of "serving the interests of the population and entrepreneurs," expand the powers and financial capabilities of district (city) khokimiyats in finding prompt solutions to pressing problems, as well as consistently implement the priority tasks envisaged in the "Uzbekistan - 2030" Strategy, the President of the Republic of Uzbekistan signed a Decree No. DP-186 dated October 21, 2025, "On additional measures to radically improve the activities of district (city) khokimiyats for sustainable socio-economic development of territories."
