This seminar was held for the first time in the city of Samarkand and was introduced into practice as an advanced educational and methodological model known as the “Samarkand experience.” This approach demonstrated itself as an effective model for developing personnel capacity through the integration of a historical environment and modern knowledge.

During the seminar, particular attention was paid to improving the personnel system, increasing management efficiency, expanding digitalization processes, and conducting an in-depth analysis of existing problems. Leading experts delivered presentations on the international military-political situation, key directions of the strategy, the effectiveness of analytical activities, the formation of a healthy socio-psychological environment within teams, and the introduction of modern management mechanisms.

Through practical sessions, participants reinforced their theoretical knowledge and further developed their professional skills. In particular, advanced approaches were discussed regarding ensuring transparency and openness in recruitment to military service and admission to higher military educational institutions, forming a personnel reserve based on electronic platforms, and applying KPI systems.

In addition, specialists from the Samarkand branch of the Tashkent university of information technologies conducted practical sessions on artificial intelligence, expanding participants’ knowledge of modern technologies. Open dialogues with representatives of law enforcement agencies also contributed to strengthening legal awareness.

As part of the seminar, demonstration performances, intellectual competitions, and various contests were held at a high level. At the end of the event, the most active participants were duly rewarded, and all attendees were awarded certificates.
