As noted, in order to strengthen the country’s defense capability, ensure the timely staffing of troops with qualified commanders during military operations, reinforce military specialties, and form a corps of highly qualified officers capable of operating modern weapons, 1,068 reserve and backup officers are currently being trained in 33 specialties at the Military Training Center of the National university of Uzbekistan and the Military education faculty of the Nizami Tashkent State Pedagogical University, in accordance with current legislation.

Taking into account modern threats, the system for training reserve and backup officers has been improved, and existing curricula have been enriched based on the experience of modern warfare. At the same time, reforms being carried out in the Armed Forces, new methods of combat operations, modern weapons and equipment, unmanned aerial vehicles, robotic systems, as well as munitions and protection methods against them have been introduced into the educational process.

In addition, more than 200 training and material-technical facilities have been created and equipped in educational institutions to fully meet the requirements of reserve officer training programs.

Necessary measures have also been taken to organize and conduct training camps and practical exercises at the training bases and field training grounds of the Ministry of defense’s military units and institutions. During these practical sessions, the use of modern weapons and equipment has been implemented.

Students who successfully pass the final state certification in military training and complete their bachelor’s degree are awarded the military rank of “Lieutenant” in accordance with established procedures and are either called up for active military service or assigned to the reserve.

At the same time, the conducted studies, public consultations, analysis of the implementation of legislative acts, and law enforcement practices indicate the presence of certain problems and shortcomings in this area.

In particular, in a situation where the number of women wishing to undergo military training is increasing, there are insufficient legal guarantees to ensure their rights in this regard. Specifically, Article 16 of the Law “On universal military obligation and military service” stipulates that only male students enrolled in full-time higher education institutions are eligible to undergo military training.

The mechanisms for conducting medical examinations of applicants to military education faculties are also not clearly defined, and there is a lack of clarity regarding the territorial principles governing these examinations.

Senators expressed their views on addressing these issues by thoroughly analyzing the current legislation and considering its further improvement.

The meeting also included a preliminary discussion of the draft Law “On amendments and additions to certain legislative acts of the Republic of Uzbekistan.”

It was emphasized that current legislation in the field of probation does not fully define the mechanisms for supervising individuals released on parole and the responsibilities of supervisory entities, which necessitates clearer legal regulation of these relations.

This law is aimed at establishing effective probation control over conditionally released individuals, preventing repeat offenses and crimes, and ensuring more reliable protection of the rights and legitimate interests of persons held in pre-trial detention facilities.

At the conclusion of the discussion, the Committee adopted the relevant decisions.
