Indeed, in accordance with the instructions of the Head of State, compulsory military service is now viewed not only as a stage of physical and military training, but also as an important step in preparing young people for the labor market and acquiring an independent profession that ensures a stable place in society. In particular, a fundamentally new system is being established in the armed forces, within which young people are expected to master at least one profession. Based on the main areas and specialties of military units, 3–6 month vocational training programs are being developed for conscripted servicemen. Upon completion of these programs, servicemen take qualification examinations and receive professional certificates.
Every year, 5,000 conscripted servicemen are selected to undergo training under the programs “One million programmers” and “Five million leaders in artificial intelligence.” During their compulsory military service, soldiers are given the opportunity to take entrance examinations to higher education institutions directly on the territory of their military unit. Servicemen who successfully pass the tests and are admitted as students begin their studies at higher education institutions after completing their military service.
In addition, young people who have completed compulsory military service and wish to continue their education at higher educational institutions are reimbursed for the costs of obtaining certificates in foreign languages and профильные subjects. When enrolling in higher education institutions on a contract basis, they are provided with interest-free educational loans. Separate benefits are also предусмотрены for employment of young people who have completed compulsory military service. In particular, for those wishing to engage in entrepreneurship, 6 percent of loan expenses are covered by the state. Young people seeking employment in state organizations are granted a 10 percent bonus to test scores conducted by the Agency for Civil service development. For those planning to work in the private sector, expenses for acquiring a profession and certificates are reimbursed.
During the dialogue, comprehensive discussions were held on establishing cooperation between military units of the region and technical colleges, attracting experienced and highly qualified instructors to educate skilled, knowledgeable, and high-potential soldiers, as well as directing young people toward mastering professions and crafts.
At the conclusion of the event, conscripted servicemen who are conscientiously fulfilling their duties and demonstrating a high level of responsibility and dedication were solemnly awarded.
