About the agency
Agency for Plant Quarantine and Protection Decree of the President of the Republic of Uzbekistan No. PF-6262 of July 15, 2021 "On measures to radically improve the system of plant quarantine and protection in the Republic" and It was established on the basis of the State Inspectorate for Plant Quarantine under the Cabinet of Ministers in accordance with the Resolution No. PP-5185 of July 15, 2021 "On the establishment of the Agency for Plant Quarantine and Protection".
The Agency is a public administration body that implements a single state policy and control in the field of plant quarantine, protection and agrochemistry.
The Agency is subordinated to the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter - the Cabinet of Ministers).
The Agency includes:
Central Office of the Agency;
Agency of the Republic of Karakalpakstan on Plant Quarantine and Protection, regional departments of plant quarantine and protection of regions and Tashkent city (hereinafter - territorial departments of plant quarantine and protection);
Research Institute of Plant Quarantine and Protection of the Agency for Plant Quarantine and Protection (hereinafter - the Research Institute of Plant Quarantine and Protection);
Republican Center for Agrochemical Analysis;
Republican Center "Biosifat";
Republic of Karakalpakstan and regions Locust and mulberry moth control services.
The Agency, regional administrations, the Research Institute of Plant Quarantine and Protection and other departmental structures form a single central system of the State Service for Plant Quarantine and Protection.
The main tasks of the Agency are:
1) implementation of a unified state policy and control in the field of plant quarantine, protection and agrochemistry;
2) conducting soil agrochemical analysis and quality control of all types of mineral and microbiological fertilizers supplied to agriculture, radiological analysis of residues of pesticides, nitrates and heavy metal salts in soil and agricultural products in the field. -toxicological analysis;
3) improvement of the forecasting system in plant quarantine and protection, identification and control of implementation of effective methods of combating pests, prevention of entry and spread of pests that may cause economic damage in the territory of the republic; 'q to do;
4) Development of a system of plant clinics and biolaboratories and coordination of their activities;
5) regulations and regulations in the field of organization and registration of tests on chemical and biological means of plant protection and biological effectiveness of mineral and microbiological fertilizers, chemicalization and use of biological agents in agriculture; development of standards and coordination of activities of entities engaged in the sale of chemicals and biological agents;
6) development of scientific, methodological and educational potential in ensuring phytosanitary safety, introduction of modern innovative solutions, planning and management methods, expansion of international cooperation in the introduction of advanced technologies and methods of work, systematic retraining and advanced training in the field to establish;
7) expansion of international cooperation in the field of plant quarantine and protection and agrochemistry, introduction of modern foreign technologies and methods of work in the service;
8) organization of systematic retraining and advanced training of personnel of the State Service for Plant Quarantine and Protection, improvement of managers and specialists, forms and methods of work, increase of their responsibility for timely and quality performance of assigned tasks.
The Agency performs the following functions in accordance with the tasks assigned to it:
1) In the field of implementation of a unified state policy and control in the field of plant quarantine, protection and agrochemistry:
Submits to the Cabinet of Ministers proposals for the implementation of a unified state policy on plant quarantine, protection and agrochemistry, consideration of draft regulations and state programs for further improvement of legislation on plant quarantine, protection and agrochemistry;
within the limits of its authority, issues orders, approves in the prescribed manner the instructions, quarantine rules and phytosanitary requirements that must be complied with by legal entities and individuals, and communicates them to organizations and citizens;
ensures state control over the implementation of the requirements of the legislation on plant quarantine and protection of individuals and legal entities, including quarantine regulations, as well as phytosanitary requirements;
carries out state control over the timely implementation of measures for plant quarantine and protection in the territory of the republic;
carries out state control over the implementation of measures arising from international conventions and agreements with other countries in the field of plant quarantine and protection ;
coordinates the activities of state and economic management bodies, local executive authorities on matters within the competence of the Agency in the prescribed manner;
carries out state control over the implementation in a timely manner of complex preventive measures aimed at preventing the entry and spread of quarantine and other highly harmful pests of individuals and legal entities;
determines the border areas for the import of seeds, plants, plant raw materials and other plant products, as well as consumer goods from foreign countries;
controls the inclusion of the requirements of the state service of plant quarantine and protection in trade agreements (contracts) for the supply of seeds, plants and other plant products from foreign countries to the republic or transportation through the territory of the republic;
Organizes and conducts service inspections on the territory of the Republic of Uzbekistan in the prescribed manner, as well as participates in service inspections conducted on the territory of other states in quarantine emergencies;
if necessary, in case of purchase of large quantities of seeds, plants and other plant products from foreign countries, sends specialists of phytosanitary control to study the phytosanitary status of agricultural crops and seedlings in these countries;
introduction and regular updating of special risk analysis systems that allow for selective phytosanitary control;
Approves the list of pests in plant quarantine for the Republic of Uzbekistan in coordination with the Cabinet of Ministers of the Republic of Uzbekistan;
approves the list of dangerous pests;
Approves the list of planting materials of plants that cannot be imported into the territory of the Republic of Uzbekistan, products under plant quarantine and their territories;
Approves the list of quarantineable plants that cannot be exported from the territory of the Republic of Uzbekistan;
issues phytosanitary certificate and quarantine permit;
types of quarantined products, seeds, plants, plant products and other materials that can be imported and shipped, can be quarantine pests, plant diseases and weed carriers carries out quarantine examination and laboratory examination;
carries out laboratory examination of products under plant quarantine in the prescribed manner;
approves quarantine rules and conditions of use of seeds, plants, plant raw materials, other plant products and consumer goods for domestic transportation, export;
if necessary, form specialized fumigation teams to assist individuals and legal entities in the fight against quarantine pests;
divides the territory of the republic into quarantine zones and micro-territories;
submits proposals to local public authorities and the Cabinet of Ministers on the establishment of quarantine (abolition) in the relevant territory;
carries out the state control over observance of the established rules on plant quarantine and implementation of measures in production, preparation, transportation, storage, processing, sale and use of agricultural and other plant products ;
organizes the healing of plant products and other materials;
conducts inspections in areas where agricultural and other crops, plant products are stored and processed in order to identify controlled pests in a timely manner;
coordinates orders for scientific and practical research in the field of plant protection;
organizes monitoring of harmful and extremely dangerous organisms;
cooperates with international organizations and government agencies, participates in the implementation of international programs in the field of plant protection;
carries out state phytosanitary control;
considers draft documents on standardization within its competence, as well as changes in national standards, international (interstate, regional) standards, national standards of foreign countries, national classifiers of technical and economic information and recommendations, revision make proposals for withdrawal and cancellation;
Together with the Ministry of Agriculture submits to the Cabinet of Ministers a list of pests, the costs of which are covered in the prescribed manner;
monitors compliance with the legislation of the Republic of Uzbekistan on plant protection by state and economic management bodies, local executive authorities, other organizations and their officials, as well as citizens;
In coordination with the State Committee for Ecology and Environmental Protection of the Republic of Uzbekistan and the Service for Sanitary and Epidemiological Surveillance and Public Health, determines the procedure for decontamination of pesticides, as well as the conditions of storage of special storage facilities;
approves the procedure, methods and recommendations for the implementation of phytosanitary measures;
supervises the conduct of scientific and practical research in the field of plant protection, as well as provides training and advanced training of specialists in accordance with the curriculum of plant protection;
The Republic of Uzbekistan also exercises other powers provided by the legislation.
2) Carrying out agrochemical analysis of soil and quality control of all types of mineral and microbiological fertilizers supplied to agriculture, radiological analysis of residues of pesticides, nitrates and heavy metal salts in soil and agricultural products in the field. - in the field of toxicological analysis:
approves the proposed schemes for the specialization of areas for the optimal use of agricultural land for the production of certain types of agricultural products;
approves the rules of agrochemical inspection of soils, natural norms of agrochemical services for the cultivation of agricultural products, the rules of maintaining an information database on the agrochemical condition of agricultural lands;
approves the rules of services and tariffs of the Republican Center for Agrochemical Analysis in monitoring and evaluation of the agrochemical condition of lands;
provides methodological guidance to local executive authorities in the development of agricultural areas based on the agrochemical condition of lands;
implements measures to improve the system of agrochemical analysis, modernization and technical renewal of agrochemical analysis infrastructure;
approves the scientific requirements for mineral fertilizers and their application to agricultural crops;
together with the competent authorities develops and approves guidelines for laboratory analysis of soil, mineral fertilizers, radiological and toxicological studies;
implements measures to bring laboratories in line with international standards and ensure their accreditation in the prescribed manner;
implements the requirements of the international standard ISO / IEC 17025 in agrochemical analysis laboratories, biolaboratories, plant clinics and soil clinics;
conducts fundamental and applied research in the field of study and improvement of soil nutrient levels;
Improving the effective system of training, retraining and advanced training, implementation of measures to introduce modern information and communication technologies in the field of agrochemical analysis;
cooperates with the competent authorities of foreign countries in the field of exchange of experience and training;
determines the means of plant protection and fertilizers permitted in organic and traditional agriculture for export markets;
implements measures for the gradual replacement of chemicals used in plant protection, which have a negative impact on human health, with their substitutes in accordance with international requirements;
Executes other powers provided by the legislation of the Republic of Uzbekistan.
3) Improving the forecasting system for plant quarantine and protection, identifying and monitoring the implementation of effective methods of combating pests, monitoring the prevention of the entry and spread of harmful organisms in the territory of the Republic, as well as In the field of 'q:
analyzes the phytosanitary risk of pests that can cause significant economic damage in the territory of the republic and develops scientifically based phytosanitary measures aimed at preventing their entry;
identifies and predicts the spread of plant quarantine objects and other dangerous plant pests in the territory of the republic, as well as develops express methods of their diagnosis and control;
Approval of methods for combating quarantine and other dangerous pests, identification of areas free of them, prevention of their spread and development of programs for their control and submission to the relevant authorities;
scientifically studies the effects of pests on agricultural products, develops innovative methods of combating them and acclimatization of new species of entomophagous;
Carries out work on early detection of pests, diseases and weeds in cotton, grain and other agricultural crops grown on the territory of the republic, study of bioecological features and improvement of methods of control depending on the degree of damage;
approves the means and methods of protection of plants from pests in the development of "organic agriculture" in the country, which does not adversely affect the environment and human health.
4) In the field of development of the system of plant clinics and biolaboratories and coordination of their activities:
monitoring of plant clinics and coordination of their activities, including the sale of certain chemicals to consumers by herbal clinics;
approves the list of minimum assortment of chemical, biochemical, biological, mechanical means, devices and drugs that are mandatory in the presence of plant clinics;
approves the list of chemicals sold on the recommendation and prescription of the agronomist-inspector;
certifies individuals and staff of plant clinics providing plant protection services;
takes measures to widely use biological methods of pest control;
monitoring and coordination of biolaboratory activities;
expansion of international cooperation, introduction of modern innovative technologies and methods in the field of biological protection.
5) organization and registration of tests on chemical and biological means of plant protection and biological effectiveness of mineral and microbiological fertilizers, normative, regulatory and in the field of development of standards and coordination of activities of entities engaged in the sale of chemicals and biological agents:
develops and approves special technical regulations on safety of plant protection products (pesticides);
issues conclusions (permits) to import samples of unregistered plant protection products (pesticides) for registration (small and production) tests or scientific research;
issues licenses for the import of plant protection products (pesticides), as well as the wholesale and retail sale of plant protection products (pesticides), mineral fertilizers;
develops and approves qualification requirements for the production, sale of pesticides, use of pesticides by aerosol and fumigation methods;
Carrying out registration (small and industrial) tests and state registration of pesticides in coordination with the State Committee for Ecology and Environmental Protection of the Republic of Uzbekistan and the Service for Sanitary and Epidemiological Surveillance and Public Health develops and approves rules;
carries out state registration of pesticides and issuance of registration certificates for pesticides;
approves lists of pesticides;
Maintains the list of chemical and biological pesticides, plant diseases and weeds, defoliants and plant growth regulators approved for use in agriculture of the Republic of Uzbekistan approved by the Cabinet of Ministers and at least once a year announces times;
maintains a register of prohibited and restricted use of active and inactive substances of plant protection products;
organizes registration tests (small and production);
distributes pesticides purchased on the territory of the republic at the expense of the budget depending on the monitoring data in the field of plant quarantine and the current phytosanitary situation;
Controls the formation of stockpiles of pesticides in the manner prescribed by the legislation of the Republic of Uzbekistan;
coordinates the activities of public administration bodies related to the production and use of plant protection products, compliance with the rules of their use, determining the impact of plant protection products on human health and the environment;
organizes quality control of plant protection products produced and imported in the country, gives conclusions on their use and suspends their use in case of negative impact on human health and the environment;
In order to ensure the effectiveness of bioproducts in the biological protection of plants, ensures the issuance of certificates of conformity for bioproducts grown in biolaboratories operating in the Republic and approves the rules of tariffs for services of the Republican Center "Biosifat".
6) Development of scientific, methodological and educational opportunities in the field of phytosanitary safety, the results of innovative developments, the implementation of planning and management methods, the definition of research areas of advanced technology and working methods, fundamental and applied research, In the field of coordination of implementation in phytosanitary practice, systematic retraining and advanced training of staff in the field:
directs research work on plant quarantine of talented young scientists, masters, doctoral students;
Participates in the development and implementation of effective measures to combat quarantine pests, plant diseases and weeds in conjunction with research institutions;
introduces scientific achievements and best practices, as well as systematically acquaints the population with quarantine pests, plant diseases and weed control measures;
conducts quarantine and laboratory examination of latent contamination of plant products and other materials, and develops methods of decontamination;
studies the types and bioecology of pests, plant diseases and weeds that do not exist and are limited in the territory of the republic.
7) In the field of plant quarantine and protection, as well as the introduction of modern foreign technologies and methods of work in the establishment and development of international relations in the field of agrochemistry:
Represents the interests of the Republic in plant quarantine and protection in international organizations;
participates in international organizations, conferences and seminars on improving the regulatory framework in the field of phytosanitary safety, plant quarantine and protection;
exchange necessary information on plant quarantine and phytosanitary safety with the competent authorities of foreign countries;
takes measures in accordance with international standards due to non-compliance of phytosanitary quarantine requirements of the Republic of Uzbekistan with plant quarantine products imported from abroad or transported in transit, and notifies the relevant foreign state quarantine service;
informs the national organizations of foreign countries in the field on the requirements for plant quarantine products and restrictions imposed on them by the bodies of foreign countries on plant quarantine;
participates in the conclusion and implementation of international agreements on phytosanitary zones with relevant agencies of foreign countries in the manner prescribed by the legislation of the Republic of Uzbekistan;
Carries out inspections of products under quarantine of plants exported from the Republic of Uzbekistan in cases where they do not meet the quarantine phytosanitary requirements of foreign countries.
8) In the field of organization of systematic retraining and advanced training of personnel of the State Service for Plant Quarantine and Protection, improvement of forms and methods of work of managers and specialists, increase of their responsibility for timely and quality performance of assigned tasks:
organizes systematic retraining and advanced training of personnel of the State Service for Plant Quarantine and Protection, implements measures to improve the forms and methods of work of managers and specialists;
ensures the implementation of systematic work aimed at continuous professional development of staff in the fight against quarantine pests, plant diseases and weeds;
Promotion and introduction of scientific achievements and best practices, innovative methods, quarantine pests, plant diseases and weed control methods and methods into production, quarantine facilities among the population organizes the dissemination of knowledge in the field.
The Agency performs all the above functions through the Assalom Agro platform, which is integrated with the automated information system e-Fitouz.
