REG.EFITO.UZ — A Digital System for the Registration of Chemical and Plant Protection Products Launched

In March 2024, the Agency for Plant Quarantine and Protection launched the automated information system REG.EFITO.UZ in pilot mode.
This platform has fully digitalized the processes of testing and state registration of mineral fertilizers, pesticides, as well as biological and chemical agents.
All documents are now processed electronically, and all approval, review, and information exchange procedures are carried out exclusively online. This significantly reduces the time required, eliminates paper documentation, and minimizes unnecessary bureaucratic procedures.
Key advantages of the REG.EFITO.UZ system:
• All applications, documents, and decisions are processed electronically.
• Enterprises and farms can submit applications remotely and track results online.
• Every action in the system is automatically recorded.
• Decisions are generated automatically, reducing subjectivity and the risk of human error.
• Direct contact between users and government officials is almost completely eliminated.
• All documents are verified using electronic digital signatures (EDS).
• The system enables statistical and analytical processing based on the collected data.
After the registration certificate for each fertilizer or pesticide is issued, the information is automatically published on the official website karantin.uz and in the “Agroko‘makchi” mobile application.
Thanks to this:
🔹 Farmers and agro-clusters can check registered products in real time.
🔹 Inspectors can conduct inspections on-site via the mobile application.
🔹 All officially approved products are openly published, ensuring transparency.
🔹 Data is entered automatically, without human intervention, which helps prevent corruption.
Currently, the REG.EFITO.UZ system is integrated with:
• The Ministry of Ecology, Environmental Protection and Climate Change,
• The Committee for Sanitary and Epidemiological Wellbeing and Public Health,
• 15 testing organizations,
• and 4 accredited laboratories.
For reference: since the beginning of 2024, 1,952 applications have been received through the system, including:
• 1,228 — for plant protection products,
• 724 — for mineral and organo-mineral fertilizers.
