Main tasks and functions of the Agency

1. The main objectives of the Agency are:

• participation in the implementation of a unified state investment policy aimed at attracting foreign investment into the economy of the republic, creating favorable conditions for foreign investors, taking into account the economic, social and environmental interests of the country;
• informational, legal and other support for foreign investors, as well as assistance in organizing interactions with government agencies and organizations, domestic entrepreneurs in the field of investment activities;
• formation and maintenance of an information database of promising and ongoing investment projects with the participation of foreign investment, and systematic monitoring of the status of their implementation;
• organizing broad propaganda and promotion of the economic, resource and investment potential of the republic, conducting explanatory work among foreign business circles, including through the media, about the favorable conditions created, guarantees, benefits and preferences provided to foreign investors;
• all possible assistance in the formation and maintenance of a positive international image of the Republic of Uzbekistan.

2. In accordance with the assigned tasks, the Agency carries out the following functions:

a) in the area of ​​participation in the implementation of a unified state investment policy aimed at attracting foreign investment into the economy of the republic, creating favorable conditions for foreign investors, taking into account the economic, social and environmental interests of the country:

participates in the formation and implementation of state, regional and industry investment programs in terms of investment projects implemented with the attraction of foreign direct investment;

makes proposals to determine the list of priority sectors of the economy and the most important branches of industry for attracting foreign direct investment;

assists government agencies and organizations in developing promising investment proposals and projects and in finding potential foreign investors for their implementation;

analyzes and systematizes information on problems encountered by foreign investors when carrying out their activities on the territory of the republic, and develops, on this basis, proposals for improving the efficiency of organizing investment activities;

participates in the preparation of proposals to improve legislation in the area of ​​attracting foreign investment, as well as further support and protection of the rights and legitimate interests of foreign investors;

b) in the area of ​​information, legal and other support for foreign investors, as well as assistance to them in organizing interaction with government agencies and organizations, domestic entrepreneurs in the area of ​​investment activities:

provides foreign investors with information on the regulatory framework for investment activities and investment opportunities, including benefits, preferences, priority investment sectors, tourism, transport and engineering and communications infrastructure, mineral resources, as well as other information not prohibited by law;

provides advisory and legal support to foreign investors throughout the entire investment cycle, including the pre- and post-investment periods;

provides services to foreign investors, including paid services, for the development and preparation of necessary documentation when carrying out investment activities, including the development of investment proposals, as well as passports, pre-project and project documentation of investment projects, investment agreements and other documentation;

assists foreign investors in searching, identifying and acquiring land plots, vacant and unused real estate properties for the implementation of investment projects, as well as preparing documents for obtaining government services (issuing licenses and other permits in the field of entrepreneurial activity, permits for connection to utility networks, etc.);

works together with credit institutions to develop opportunities for the allocation of credit funds for co-financing investment projects, primarily through credit lines from international financial institutions and foreign commercial banks;

ensures, in accordance with the established procedure, the prompt consideration of requests from foreign investors, if necessary with the direct participation of the investors themselves and the involvement of representatives of interested government agencies and organizations;

organizes, in accordance with the established procedure, meetings and negotiations between foreign investors and representatives of government agencies and organizations, as well as domestic entrepreneurs, to discuss issues related to the implementation of promising investment proposals and projects;

facilitates the organization of mutual visits of foreign investors to the Republic of Uzbekistan and domestic counterparties to foreign countries;

c) in the area of ​​formation and maintenance of an information database of prospective and ongoing investment projects with the participation of foreign investment, and systematic monitoring of the status of their implementation:

creates an electronic database of promising and ongoing investment projects initiated by both foreign investors and government agencies and organizations, and ensures its constant updating;

maintains records of ongoing investment projects, attracted and developed foreign investments, including by country of origin of their initiators, regions of the republic, economic sectors, periodically prepares statistical and analytical information on the status of attracting and developing foreign investments;

carries out systematic monitoring of the status of implementation of investment projects entered into the information database and, if necessary, submits proposals and recommendations to government agencies and organizations to improve the efficiency of their implementation;

provides potential foreign investors with periodic publication on the Internet of information about promising investment projects initiated by government agencies and organizations and entered into an information database;

d) in the area of ​​organizing broad propaganda and promotion of the economic, resource and investment potential of the republic, conducting explanatory work among foreign business circles, including through the media, about the favorable conditions created, guarantees, benefits and preferences provided to foreign investors:

takes measures to continuously highlight positive facts about the socio-economic development and reforms carried out in the country in order to convey information to potential foreign investors about the investment opportunities available in the republic;

conducts a systematic assessment of the effectiveness of the implementation of investment projects, conducts surveys among experts, foreign investors and other entities involved in investment activities, analyzes and creates a database of successful projects with the participation of foreign investors;

participates in the preparation of materials on the economic, industrial, technological and resource potential of the republic, as well as the favorable conditions created in the field of investment activities, including measures to support and stimulate the attraction of foreign investment;

prepares and publishes business guides, specialized literature, booklets and other information products on attracting foreign investment, prepares presentation materials and videos about the investment potential of the republic, with their subsequent distribution among potential foreign investors;

ensures the systematic placement and updating of information and advertising materials about the investment potential of the republic in the media, including the Internet;

organizes investment and business forums, conferences, round tables, seminars and other events within the republic and abroad, aimed at broadly promoting the republic’s investment opportunities among foreign business circles, world-renowned companies, investment funds and other financial institutions;

conducts a comparative analysis of the investment climate in foreign countries and develops proposals for improving the investment environment in the republic;

e) in the area of ​​comprehensive assistance in the formation and maintenance of a positive international image of the Republic of Uzbekistan:

monitors rating assessments of international agencies and financial institutions in relation to the Republic of Uzbekistan, analyzes the factors influencing their formation, and also participates in the preparation of proposals for improving the international ratings of the republic;

conducts surveys among foreign investors and other representatives of foreign countries on the state of the business environment and investment climate in the republic, studies international experience in the field of increasing the country's investment attractiveness, and prepares, on this basis, reviews and recommendations on investment strategy;

organizes comprehensive cooperation with similar agencies, organizations and other entities of foreign countries in the field of investment activities.
