Must have higher education (a PhD degree is an advantage), as well as at least 3 years of work experience in the fields of economics, engineering, social sphere, and science. The main responsibilities of the ведущий specialist include: receiving and reviewing proposals for sending young scientists to зарубежные scientific internships, taking measures to expand international cooperation in this area; announcing, organizing, and conducting competitions for sending young scientists to зарубежные scientific internships, as well as implementing activities related to sending the winners to internships. Preparation of information and reports on the progress of tasks предусмотренных государственными программами related to the department’s activities; reviewing appeals from individuals and legal entities, studying them in accordance with установленном порядке and ensuring their timely execution; participation in the development of draft нормативно-правовых актов related to the department’s activities, participation in their review, and timely submission in accordance with установленном порядке.

In accordance with the assigned tasks, the ведущий specialist performs the following functions: takes measures to establish cooperation with leading зарубежные scientific organizations in priority areas; announces competitions for sending young scientists to зарубежные scientific internships; receives candidate documents through the unified electronic system for organizing зарубежные scientific internships; organizes meetings of the special expert group, summarizes the submitted documents of candidates and submits them for consideration by the expert group to obtain a conclusion; organizes candidate presentations with the participation of the expert group; ensures the preparation of contracts for internship winners; receives scientific reports on internships, conducts monitoring, and maintains archives; prepares information and reports on the progress of tasks предусмотренных государственными программами and submits them to the relevant structural подразделение; reviews appeals from individuals and legal entities related to the department’s activities and prepares appropriate responses.
