Our President previously proposed an initiative to transform Karmana district into an innovative hub. The initiative aimed to create new jobs, increase young people’s interest in modern technologies, and engage them in innovative activities. Recently, programs have been developed to implement this initiative. Based on this example, similar efforts have begun in other districts of the region. The results are encouraging — the number of new enterprises in Karmana is steadily increasing.
Recently, a large-scale project specializing in supplying metal products for industrial enterprises was launched. The plant was built using lightweight construction and energy-efficient technologies. Importantly, many equipment and components previously purchased from abroad have been localized. The enterprise has an annual production capacity of 10 billion UZS worth of metal products, contributing to stable production costs.
— “In 2024, 61 projects worth a total of 94.4 million USD were launched in our district,” said Dilshod Haydarov, Head of the Karmana District Department of Economy and Finance. — “As a result, 2,394 jobs were created. Currently, more than 20 enterprises are exporting industrial and fruit-and-vegetable products to over 30 countries.”
Economic development is closely linked to the introduction of innovations and high technologies. This requires initiative and dedication from entrepreneurs. Entrepreneurs in Karmana have started their work with such commitment. Recently, a glass recycling enterprise began operations, providing employment for over 30 people.
— “Our plant is built on 1 hectare of land,” said Sardor Negmatov, the head of the enterprise. — “Currently, glass products are being produced. Over 1,000 square meters of energy-efficient colored glass are manufactured daily. Even though our enterprise has just started, we are already exporting products to Kyrgyzstan and Tajikistan. In the future, we plan to expand our export geography and diversify our products. Experienced specialists from Russia and China are training our employees in modern technologies.”
In Karmana, effective cooperation with foreign investors has also been established. Among them is a large-scale enterprise launched with Turkish specialists. On a 2-hectare plot, ornamental and fruit seedlings from Turkey are cultivated using new methods. Once fully operational, this project, with an annual export potential of 1 million USD, will create 24 permanent jobs.
— “Our unique seedlings are being cultivated in Navoi for the first time,” said Turkish agronomist Burak Churk. — “This type of seedling was previously tested on a small plot in Tashkent region. We hope to successfully implement this project in Navoi as well. Special trays for the seedlings were produced locally, and the soil was imported from Europe. The seedlings are nourished through a specialized irrigation system. When brought from Turkey in May, they were 10–15 cm long. By September, the seedlings entered a stable growth phase. Once they start bearing fruit, they will produce for 15–20 years. These fruits are very rare and are used in medicine to treat various diseases. In the future, we plan to cultivate seedlings on an additional 2 and 4 hectares.”
Industrial zones also play an important role in the development of Karmana’s industry. According to a presidential decree last year, 40.5 hectares were allocated from the “Navoi” free economic zone in Karmana to establish the “Navoi Industrial Development Complex.” Initially, a list of 19 promising projects worth 251.3 million USD was prepared for placement in the industrial park. Among them, “Arnest Unigroup Navoi” LLC launched a project in 2025–2026 to produce cosmetics and household chemical products worth 50 million USD, creating 200 new jobs. Negotiations are also underway with China’s “Haier” company to implement a 60 million USD household appliance production project, which will create 1,600 jobs if realized. International startup projects under the “Munis” initiative are also operating successfully in Karmana.
— “Several startup projects financed by international grants under the World Bank project are being implemented,” said O’tkir Tillayev, Deputy Head for Innovation Development of Karmana District. — “In Arg’un neighborhood, ‘Kif Trade 21’ LLC successfully launched a bakery and confectionery enterprise worth 115,000 USD, using modern technologies. In Talqoq neighborhood, ‘Grand Medical Center Klinika’ LLC started a startup project worth 100,000 USD to acquire modern medical equipment (ultrasound). The clinic provides quality medical services to the population. These two projects have created 10 new jobs, offering residents new opportunities, high-quality products, and services.”
Karmana is one of the districts with high socio-economic potential. Its population has exceeded 143,000. This requires solutions for housing, new jobs, and infrastructure development. For this reason, clear programs and plans have been developed in every area. New ideas, initiatives, and promising projects are contributing to the expansion of production and employment. Today, the number of entrepreneurs in the district is growing. Overall, the integration of science, business, and production is transforming ideas into viable economic projects in Karmana’s innovative hub. The new projects being implemented serve to provide residents with decent living conditions and a prosperous life.
