Agency for Innovative Development under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan

The Innovation Development Agency announces a конкурс for projects aimed at preparing developments for commercialization, created as a result of fundamental, applied, and innovative projects implemented by scientists and business entities within the framework of state scientific programs, in order to reimburse the costs associated with experimental and pilot testing works at the expense of the Science Financing and Innovation Support Fund.

This competition is announced in accordance with Decree No. PF-54 of the President of the Republic of Uzbekistan dated 4 April 2026 “On the Introduction of a System for Organizing Production Based on New Developments in the Country, as well as Additional Measures to Support Science.”

Projects submitted for the competition shall be accepted exclusively in electronic form through the Information System for Coordination of Preparation and Commercialization Processes of Developments (tijorat.ilmiy.uz) (hereinafter referred to as the electronic platform) from 21 May 2026 until 23:55 on 21 July 2026.

Competition Conditions

1. Project applications based on the results of fundamental, applied, and innovative research shall be accepted for the competition.
2. The project shall provide for the implementation of experimental and pilot testing works by scientists and business entities, as well as activities related to the introduction of new developments into production for the purpose of preparing them for commercialization.
3. The cost estimate included in the project documentation shall separately indicate the expenses related to experimental and pilot testing works conducted within the framework of the project.
4. Projects submitted to the competition and positively evaluated by scientific experts based on the final assessment results shall be forwarded to the Competition Commission through the electronic platform.
5. During the meeting of the Competition Commission, the project leader (or one of the project executors with the participation of the project leader) shall defend the project through a presentation during an open discussion.
6. Based on the presentation results, the Competition Commission shall make an appropriate decision for each project through voting, either recommending financing or rejecting the project.
7. Within the framework of the competition, allocation of private sector funds (including the initiator’s own funds) on an equal-share basis shall be required.

Priority shall be given to projects where private sector funds (the initiators’ own funds) exceed 50 percent of the project value.

An electronic copy of the document confirming the agreement reached between the business entity and the scientist shall be uploaded to the electronic platform together with the project application.

The Agency’s financing of the project shall be carried out after private sector funds (the initiators’ own funds) have been allocated to the project.

1. The project application (including the cost estimate) shall contain detailed information on the expenses related to experimental and pilot testing works and commercialization preparation activities within the framework of the project (development of a business plan, conclusion of a licensing agreement, valuation of the development, etc.).
2. The project leader may submit only one project to the competition, and the relevant scientific research project must be fully completed.
3. In order to register a project application through the electronic platform, electronic copies of the following documents (pdf/doc) shall be uploaded:

– a cover letter signed by the head of the executing organization (pdf);

– the text of the project application (in pdf format with signature and seal) and its version in a text editor format (doc/docx).

A certified electronic copy of the agreement reached with the financing party regarding the allocation of private sector funds to the project (including the initiator’s own funds) shall also be uploaded to the platform.

1. The project shall include a conclusion issued by the authorized division (service) of the organization that conducted the research regarding the appropriateness of presenting the innovations, know-how, and ideas specified in the project for open discussion during the expert review process.

Note: If the executing organization fails to provide the conclusion of the authorized division (service) regarding the open discussion of the innovations, know-how, and ideas specified in the project during the expert review process, the project application shall be excluded from the competition.

1. Projects shall be prepared in accordance with the established format and based on the project value.
2. The portion of the project financed by the Agency shall not exceed the following amounts expressed in multiples of the Basic Calculation Amount:

for one-year projects – up to 2,500 times the Basic Calculation Amount;

for two-year projects – up to 3,500 times the Basic Calculation Amount.

1. Expenses related to project implementation shall be calculated within the project value, provided that:

– the total project value shall be indicated in multiples of the Basic Calculation Amount;

– when calculating the total amount of financing requested for project implementation, it is recommended to use Calculation Form No. 5;

– artificial inflation of the project value shall not be allowed.

Note

Issues related to intellectual property rights in the implementation of the project shall be formalized on the basis of protection documents in accordance with the procedure established by legislation.

It shall not be permitted to purchase vehicles (except for special-purpose vehicles), upholstered furniture and accessories, mobile phones, or to carry out construction, reconstruction, and major repairs of buildings and structures using funds allocated within the framework of the project.

Information on the results of consideration of projects submitted to the competition at each stage shall be provided through the interactive service displayed in the personal accounts of project leaders within the Information System for Coordination of Preparation and Commercialization Processes of Developments (tijorat.ilmiy.uz).

Projects submitted to the competition must be filed through the personal account of the project leader registered in the unified identification system id.ilmiy.uz. Projects submitted by project executors or by persons who are not project leaders shall not be accepted for the competition.
