On June 26, 2025, as part of further digitalization of public administration and improving the quality of financial and social services, the President of the Republic of Uzbekistan signed Decree
No. DP-105 "On measures to introduce modern services by the Treasury Service Committee and the Off-budget Pension Fund under the Ministry of Economy and Finance".
The document provides for systemic reforms, including:
Launch from July 1, 2026 of the integrated digital platform "Digital Treasury", providing automated management of budget funds, liquidity forecasting, online transaction tracking and financial risk management using artificial intelligence and business intelligence technologies (Business intelligence);
integration of the public finance management information system with the Society for Worldwide Interbank Financial Telecommunication (SWIFT) system to carry out foreign currency transactions in digital format;
implementation of a mechanism for automatic detection in the E-risk Software Complex of financial risks associated with possible violation of legislative acts in the process of public procurement and payment transactions, as well as notification and information based on the identified risks;
аbolition of district (city) departments of the treasury and the Pension Fund from January 1, 2027 and the creation of compact service offices.
оptimization of the personnel structure - reduction of duplicate functions and redistribution of tasks in favor of digital solutions, which will reduce the burden on the budget and increase the efficiency of public services.
The reform is aimed at expanding public access to modern, convenient and transparent government services, reducing bureaucratic barriers and increasing trust in government institutions.
