In the September 12, 2025 issue (No. 37) of the newspaper “Farg‘ona Haqiqatı”, an article titled “Will Avval Become a ‘Tourism Village’?” expressed critical opinions about the ongoing tourism development works in the Avval village of Fergana district. The article raised issues regarding the lack of infrastructure, drinking water supply, unpaved roads, and the need for restoration of some historical sites and shrines.
In response to these remarks, it should be noted that Avval village is one of the areas of Fergana district rich in natural and cultural heritage. To fully unlock the tourism potential of the area, improve the living standards of the local population, and create an attractive environment for tourists, a master plan covering 51 hectares has been developed. The plan is currently in the approval stage, and practical work has already begun on several projects.
As part of the 2025–2026 targeted program, works are being carried out to asphalt 3.2 kilometers of internal roads, improve electricity and drinking water networks, and stabilize internet connectivity. New pipelines are being laid for drinking water supply, and measures have been taken to protect spring water sources. Additionally, 24 family guest houses have started operating, and 10 more are under design. Beautification works, lighting, and installation of information panels are underway around shrines and tourist routes. Construction is ongoing in the “Yettibuloq” area to establish eco-tourism routes, walking trails, and family recreation zones.
Furthermore, a project has been developed to reconstruct the Hamza Hakimzoda Niyoziy House Museum and other cultural sites. During the restoration process, efforts will focus on preserving historical artifacts, modernizing exhibitions, and organizing cultural-educational programs for youth.
The critical points raised in the article will not be ignored. These issues are being studied by a special working group of the district administration, and relevant agencies have been instructed to address the identified shortcomings. Practical measures are being taken to resolve them.
In the future, the district plans to further develop tourism in Avval village, expand cultural and ecological directions, support eco- and family tourism projects, restore shrines and historical monuments, improve passenger and transport infrastructure, and promote Avval village as “the tourism center of the Fergana Valley” through marketing and media campaigns.
The Fergana District Administration remains open to public opinion and welcomes constructive criticism from the media in the spirit of cooperation. The efforts to transform Avval village into a true “Tourism Village” will continue consistently, and existing shortcomings will be addressed step by step.
