“Kaptarxona” Neighborhood in Fergana District – a Hub of Noble Initiatives

In the “Kaptarxona” neighborhood citizens' assembly, located in the border area of Fergana district, 2,018 residents live in 658 households. The area primarily thrives on gardening and farming.
Notably, in recent years, due to the unity of the “Neighborhood Seven” and community activists, many positive developments have been achieved.
As a result of consistent efforts, a new three-story building was recently completed for the “Neighborhood Seven” under a public-private partnership. The building offers modern conveniences and creates the conditions to provide better services and solve issues efficiently.
– The attention of our President to mahallas and reforms based on close dialogue with people are the practical outcomes behind our achievements, – says mahalla chairperson Sarvarbek Yoqubjonov. – The new facility, improved conditions, and social programs are easing people’s lives. We work with a strong sense of responsibility. Most importantly, the unity and activeness of our residents are the driving force behind these successes.
Local youth actively take part in various sports, winning prizes not only at the regional but also national levels. These successes help promote a healthy lifestyle and strong civic engagement.
Infrastructure is also steadily improving. The area now has 100% access to drinking water. Last year, 3.2 km of internal roads were paved, and the mahalla won the “Initiative Budget” project twice, significantly improving local conditions.
Currently, as a winner of the “Initiative Budget” project, the neighborhood is implementing a plan to build an additional building for the “Kaptarxona” family medical clinic using 1.8 billion soums.
Vulnerable families are also under constant support. According to women’s activist Muattar Shunqorova, last year, six women listed in the “Women’s Registry” received sewing machines through subsidies and secured stable income.
– Until recently I was unemployed. Now, thanks to state support, I am a business owner, – says Yulduzoy Yo‘ldosheva. – I opened a small workshop in my home and employed 10 unemployed women.
Additionally, two low-income families recently received greenhouses for their homesteads. For around ten students listed in the “Youth Registry,” the state covered their university contract fees. These young people were also provided with tools and equipment to support employment.
