Dear farmers, dehkan farmers, and agricultural workers,

Despite the challenging weather conditions this year, thanks to your dedication and hard work, cotton is currently being cultivated on 889.5 thousand hectares across the Republic, including 305.2 thousand hectares under the Xinjiang cultivation method.

We all understand that under today's extremely difficult climatic conditions, despite numerous challenges, and especially because the second half of July has been significantly hotter than usual this year, it is essential to ensure the timely payment of wages to irrigators, machinery operators, and field workers performing cotton topping (pinching). At the same time, all key agronomic practices—including irrigation, cultivation, and topping—must be carried out on schedule.

Our people highly appreciate devoted individuals like you: hardworking farmers and dehkans, skilled irrigators and water specialists, experienced machinery operators and agronomists, dedicated scientists and researchers, and employees of cotton clusters. Your honorable work plays a vital role in ensuring abundance on the tables of our nation.

Undoubtedly, successfully overcoming difficult weather conditions while carrying out all necessary agronomic measures is not an easy task.

Most importantly, during the last fifteen days of July and the first ten days of August, despite the scorching heat, every effort must be made to preserve the cotton crop. Only when the cotton fully matures, is harvested on time, and reaches the storage facilities will the true reward of your honest and tireless labor be realized. At that moment, the successful fulfillment—and even overfulfillment—of planned production targets will become evident.

Only then will every farmer truly feel satisfied with the results of their work. Therefore, beginning today, every farming enterprise should officially declare "20 Critical Days" on its cotton fields.

Dear hardworking farmers!

The agronomic activities carried out during July and August are of exceptional importance for increasing cotton productivity. The quality, abundance, and early maturity of the harvest depend directly on the work performed during this period. When cotton cultivation follows recommended agronomic practices, plant development accelerates, more bolls are formed, earlier maturation is achieved, and higher yields are obtained.

The belief that "cotton will mature on its own" is incorrect. Under Uzbekistan's relatively short growing season, the ripening process must be carefully managed according to a technological cultivation plan. Green bolls are not the true harvest—the real harvest consists of mature, opened, and properly picked cotton.

Based on the above, obtaining a high cotton yield requires the continued implementation of all necessary agronomic measures throughout July and August. Every additional kilogram of cotton produced represents additional income for farmers. Therefore, we sincerely call upon you to carry out the following measures with the highest level of responsibility.

First, all farmers should remain actively engaged in fieldwork. In particular, irrigators, machinery operators, and entomologists must approach their responsibilities with utmost seriousness.

Second, taking advantage of the incentives provided by the Government, complete within ten days the payment of wages as follows:

• 1.5 million UZS for irrigators;

• 1 million UZS for machinery operators;

• 200,000 UZS per hectare for field workers carrying out cotton topping (pinching).

Third, ensure appropriate working conditions in your fields, including the regular provision of hot meals for workers.

Fourth, carry out another saturation irrigation of cotton using the "Sharbat" irrigation method, provide all necessary conditions for irrigators, organize nighttime irrigation, and complete irrigation activities. Use water efficiently and responsibly, avoid excessive flooding, irrigate more frequently with smaller amounts of water, prevent unnecessary discharge into drainage canals, and eliminate water wastage.

Fifth, strengthen protection against major pests—including the cotton bollworm, spider mites, alfalfa bugs, and aphids—by widely applying integrated pest management measures.

Sixth, during the flowering and boll formation stages, apply foliar treatments using yeast, aspirin, and micronutrients containing boron, iron, and calcium, or supply them through drip irrigation systems.

The recommended application rates are:

• Boric acid: 250–300 g/ha

• Yeast: 350–400 g/ha

• Aspirin: 200–250 g/ha

• "Sila Kremniy" and "Aminosid-Silikon" preparations

These materials should be completely dissolved in water and sprayed evenly on plant leaves during the cooler hours of the day—after 7:00 PM or before 7:00 AM. Both boron deficiency and excessive boron are harmful to plants; therefore, the recommended dosage should never be exceeded.
