In the critical article titled “When Will ‘Satkak Aziz’ Truly Become Precious?”, published in issue No. 95 of the Xalq soʻzi newspaper on May 12, 2026, several social and infrastructural issues concerning the “Satkak” Mahalla Citizens’ Assembly of Fergana District were highlighted.
In response to the issues raised in the article, the Fergana District Hokimiyat conducted a comprehensive review and hereby provides the following information.
Currently, 3,750 residents from 780 households live in the “Satkak” Mahalla Citizens’ Assembly. The local population is mainly engaged in farming and livestock breeding activities.
Initiatives aimed at including the mahalla in tourism route programs have been underway since 2025. Practical measures in this direction are being implemented step by step in cooperation with the relevant organizations.
In particular, in order to ensure the implementation of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 665 dated October 11, 2024, “On Further Improvement of the Infrastructure of Streets in Cities and Other Settlements, as well as Internal хозяйственные Roads,” as well as the relevant decision of the Fergana District Council of People’s Deputies dated April 25, 2025, the Beautification Department of the Fergana District Hokimiyat asphalted a 400-meter section of Satkak Street located within the territory of the “Satkak” Mahalla on March 1, 2026.
These works are being continued gradually in order to improve transportation access within the area, create comfortable and safe conditions for pedestrians, and modernize the infrastructure of internal roads in accordance with contemporary standards.
Furthermore, within the framework of implementing the tasks defined by Presidential Decree No. PF-17 dated January 30, 2025, and Presidential Resolution No. PQ-330 dated September 23, 2024, and based on proposals submitted by district council deputies and a corresponding request from the Fergana District branch of Fargʻona suv taʼminoti Joint Stock Company, 300 million soums were allocated from the special fund.
Using the allocated funds, large-scale practical work was carried out to improve drinking water supply in the “Satkak” Mahalla Citizens’ Assembly. In particular, with the participation of community activists, new water supply networks consisting of 76-millimeter pipes with a total length of 2 kilometers were installed.
These efforts serve to improve the quality of life of the population, gradually eliminate existing infrastructural problems, and strengthen social stability in the area.
Additional projects aimed at resolving local issues are also being implemented through the funds of the “Infrastructure and Social Stability Support” Fund under the Fergana District Hokimiyat.
At the same time, residents’ appeals and existing problems in the “Satkak” Mahalla are being regularly discussed on-site with the participation of leaders of responsible organizations. Practical measures are being taken to improve public amenities, road and communication infrastructure, and further modernize the appearance of the mahalla.
Due to the limited capacity of the current mahalla building, proposals have been developed to expand and reconstruct the facility on the basis of public-private partnership in accordance with modern standards. The project aims to create additional conveniences for the activities of the hokim’s assistant, youth leader, women’s activist, and social workers. Negotiations with local entrepreneurs on this matter are currently underway.
Instructions and directives have also been issued to the district electric grid enterprise regarding the replacement of outdated wooden utility poles with reinforced concrete poles in order to ensure the safety and uninterrupted supply of electricity. These works are planned to be carried out gradually through inclusion in additional development programs.
In addition, medical services for residents of the mahalla are currently organized in accordance with existing procedures. Due to the proximity of the area to the city of Fergana, residents mainly receive medical services from Family Polyclinic No. 91 in Fergana city, while residents living closer to the “Oqbilol” Mahalla are served by the “Oqbilol” Family Medical Center. To date, this situation has not caused serious inconvenience to the population.
Nevertheless, in order to create even more convenient conditions for local residents, proposals have been submitted to the Fergana District Medical Association regarding the establishment of a family medical center within the territory of the “Satkak” Mahalla.
The Fergana District Hokimiyat will continue systematic efforts to resolve existing local issues, improve living conditions for the population, and consistently implement infrastructural development projects in the area.
