An open and sincere dialogue was organized with the chairpersons of citizens’ assemblies (mahallas) in the border areas of Fergana district. The meeting was held in an unusual format — outdoors, in the form of a free discussion.
The event was attended by Askar Jalilov, a responsible officer of the Uzbekistan Mahalla Association, Adhamjon Ziyavitdinov, head of the regional department, Diyorbek Xomidov, head of the district department, Abduxoshim Xalimov, assistant to the district khokim on border issues, representatives of military unit No. 9229, and mahalla chairpersons.
During the dialogue, the conditions created for mahalla chairpersons and the challenges they face were thoroughly reviewed. Special attention was paid to improving the legal awareness of chairpersons and the “mahalla seven.” Relevant instructions were given to expand outreach materials and develop methodological resources to strengthen staff knowledge and experience.
Issues related to improving the “Digital Mahalla” platform, enhancing skills in its effective use, and gradually transitioning from paper-based to fully electronic document management were also discussed.
Specific tasks were outlined to reduce unemployment, ensure employment, and decrease poverty levels. The importance of achieving these targets efficiently and on time in each mahalla was emphasized.
Additionally, discussions were held on the transparent use of tax revenues, directing funds toward tree planting within the “Yashil Makon” project, improving water supply, and supporting household plots of low-income families.
At the end of the meeting, concrete steps were defined to develop and implement specific roadmaps based on proposals put forward by mahalla chairpersons.
