Official response of the Fergana District Hokimiyat regarding the appeal circulated in mass media and social networks

A video appeal circulated through mass media and social networks, requesting responsible authorities to pay attention to the absence of a traffic light in order to ensure road safety on the automobile road passing in front of Secondary School No. 21 located in the “Barqaror Hamjihatlik” neighborhood of Fergana District, was reviewed by the Fergana District Hokimiyat in accordance with the установлен procedure.
For the purpose of examining this appeal, the Fergana District Hokimiyat formed a working group consisting of responsible representatives of the District Department of the Mahalla Association, the Department of Preschool and School Education, the District State Institution for Road Operation, the Road Traffic Safety Department of the District Department of Internal Affairs, as well as the administration of Secondary School No. 21.
During the review, it was established that Secondary School No. 21 in the “Barqaror Hamjihatlik” neighborhood of Fergana District is located between kilometers 10 and 11 of the 40V016 automobile road, where it intersects with the secondary-class automobile road 40V016a. At this intersection, the 40V016 road is considered the main road and turns toward a side street.
In order to ensure traffic safety, road signs in accordance with traffic regulations have been installed at the intersection, including sign 7.13 “Direction of the Main Road,” and signs 2.4 “Give Way” and 2.5 “Stop Is Mandatory” on the secondary roads adjoining the main road. These signs require drivers to give way to vehicles traveling on the main road when passing through the intersection.
In addition, the automobile road is two-lane, with type 1.5 horizontal road markings applied to separate traffic flows moving in opposite directions.
During the study, officials of the District State Institution for Road Operation explained that installing a traffic light for motor vehicles at this intersection, considering the existing road conditions, could cause inconvenience to road users and potentially lead to traffic congestion.
At the same time, in order to conduct a more in-depth analysis of pedestrian traffic safety, a responsible officer was assigned to count the number of pedestrians crossing the pedestrian crossing in the intersection area over a 24-hour period. The collected data will be submitted to the Regional State Institution for Road Operation. Based on the final conclusion of the regional authority, a decision will be made in accordance with the established procedure on whether to install pedestrian traffic lights.
