This system will align with the international standard ISO 14024 and will apply to products throughout their entire lifecycle (Type I). This initiative is outlined in the Resolution of the Cabinet of Ministers dated January 20, 2025, titled "On Measures to Improve the System of Voluntary Environmental Labeling of Products and Services in the Republic of Uzbekistan".
The environmental labeling system is being implemented to ensure compliance with Presidential Decree No. 81 dated May 31, 2023, Presidential Resolution No. 171 dated May 31, 2023, and Presidential Decree No. 37 dated February 21, 2024.
Under the resolution, the assessment of products and services for conformity with environmental labeling standards will be carried out by authorized legal entities within the eco-labeling system. The Ministry of Ecology, Environmental Protection and Climate Change is tasked with developing these standards, establishing procedures for their application, and ensuring recognition of Uzbekistan's eco-labeling in other countries.
Labeling processes must comply with the international standard ISO 10424, while internal certification procedures must adhere to the system's rules and the use of the eco-label.
The use of the eco-label is prohibited in the product's name, packaging, accompanying documentation, and advertising, or the sale of such products and services without an eco-label certification. Certification will be carried out voluntarily based on an agreement with the eco-labeling authority, in accordance with the requests of business entities.
The eco-labeling mark may only be used on product names, packaging, documentation, and advertisements after the manufacturer has secured a certificate through an agreement with the eco-labeling system operator.
Eco-labeling Certification Process:
The eco-labeling mark may only be used on product names, packaging, documentation, and advertisements after the manufacturer has secured a certificate through an agreement with the eco-labeling system operator.
The eco-labeling system must meet the following requirements:
-Evaluate the entire product lifecycle in compliance with ISO 14024.
-Certify environmentally preferable products, meaning those with reduced environmental impact during production, use, transportation, storage, and disposal compared to similar products.
-Label only products that comply with environmental legislation.
-Maintain transparency and clarity in all processes and rules governing the use of the eco-labeling mark.
According to the document, the environmental labeling standards for this product group must meet the following requirements, in addition to those specified in legislative documents:
-Clear and measurable qualitative and quantitative criteria for environmental benefits and methods for verifying them;
-Requirements covering the main stages of the product life cycle for a specific group of similar products, including production, use, consumption, transportation, storage, and disposal;
-Measured indicators reflecting the difference between products with and without the environmental labeling certification.
