Waste will become an important part of the economy

The decree provides for:
- from January 1, 2026, the process of tenders for the transfer of waste management services to entrepreneurs will be monitored online;
- installation by sanitary cleaning enterprises of video surveillance cameras at garbage collection points and the creation of the possibility for residents to observe the work carried out in these points;
- installation of online location determination (GPS) systems at the expense of sanitary cleaning enterprises on all types of special equipment carrying out waste transportation, payment of monthly expenses;
- organization of the functioning of the "Call Center" to provide complete information about sanitary cleaning enterprises and receive complaints about the quality and volume of services provided and feedback from sanitary cleaning enterprises.
- providing reliable information about the geographical boundary of territories, serving sanitary cleaning enterprises, as well as the location of garbage collection points attached to the population and legal entities;
-familiarization with the schedules for the removal of waste generated by subscribers.
And also in accordance with the Decree:
-Research and technological developments aimed at involving waste in economic turnover are being developed;
- conducting environmental certification of waste;
- professional development of specialists in the field of waste management;
- sanitary and hygienic requirements are established for waste management facilities and goods made from waste;
-control over the safe performance of work related to radioactive waste, their accounting, storage, transportation, processing, and burial on the basis of sanitary rules, norms, and hygienic standards;
- implementation of public control in the field of solid household and construction waste management.
In addition, according to the Decree, an Agency for Waste Management and the Development of a Circular Economy will be established on the basis of the Republican Center for Organization of Sanitary Cleaning Works as a link between the population and sanitary cleaning enterprises on waste management issues.
The Agency will perform the following tasks:
- ensures the smooth functioning of a unified electronic system for payment and accounting of mandatory payments for the removal of solid household waste of individuals and legal entities;
- implements modern methods of improving the field of waste management, recycling, and disposal and implements the principle of "zero waste";
- develops and organizes the implementation of measures for the development of the circular economy by establishing the production of energy resources, raw materials, and materials as a result of sorting and recycling of waste;
- takes measures to create eco-industrial zones on the territory of landfills for the collection, sorting, neutralization, processing, incineration, disposal, and destruction of waste;
- attracts loans and grants and direct investment funds from international financial institutions and foreign government financial organizations in the field of waste management;
- implements modern information and communication technologies in the garbage collection industry;
- monitors the activities of enterprises of sanitary cleaning of solid household waste and business entities, eliminates problems and shortcomings, and evaluates performance indicators.
At the same time, the Ministry of Ecology, Environmental Protection, and Climate Change and the Council of Ministers of the Republic of Karakalpakstan, the khokimiyats of the regions, and the city of Tashkent will evaluate the activities of sanitary cleaning enterprises at the end of each month. Enterprises belonging to the "green" category are encouraged, methodological and qualification assistance is provided to enterprises belonging to the "yellow" and "red" categories. For six months in a row, fines will be applied to enterprises that fall into the "yellow" category. At the same time, the contract may be terminated with enterprises belonging to the "red" category.
This Decree, in accordance with Article 49 of the Constitution of the Republic of Uzbekistan, provides for the creation of optimal conditions and mechanisms for the realization of the right of citizens to a favorable environment, access to reliable information about its condition, as well as the implementation of a unified state policy in the field of reforming the waste management system, waste management in the republic, and the organization of a system for coordinating the activities of service organizations.
