In the Republic of Uzbekistan, public administration is carried out through three branches of power: legislative, executive, and judicial. The legislative branch is represented by the Oliy Majlis, which consists of two chambers — the lower and the upper. The lower chamber, the Legislative Chamber, consists of 150 deputies working on a permanent basis and is mainly engaged in drafting laws. The upper chamber is called the Senate and consists of 100 senators. Senators perform their duties without leaving their primary occupations and convene periodically to review and approve laws adopted by the Legislative Chamber.
The executive branch includes the Cabinet of Ministers, ministries, agencies, as well as the khokimiyats (local administrations) of the city of Tashkent and regions. Its main function is to ensure the implementation of laws at the local level.
The judicial branch consists of courts of various levels headed by the Supreme Court of the Republic. Courts ensure compliance with laws by both executive authorities and citizens.
The regional khokimiyat ensures the socio-economic development of the region and the implementation of laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees, resolutions and orders of the President, resolutions of the Cabinet of Ministers, as well as decisions and orders of the regional Council of People’s Deputies and the regional khokim.
The regional khokimiyat is accountable to the President of the Republic of Uzbekistan, the Cabinet of Ministers, and the regional Council of People’s Deputies. The implementation of its powers is ensured by the activities of the regional khokim, deputy khokims, heads of local government bodies, district and city khokims, permanent and temporary commissions, and the administrative аппараt.
The activities of the regional khokimiyat are organized by the regional khokim. Within his authority, the khokim issues decisions that are mandatory for all authorities, enterprises, organizations, officials, and citizens. Normative and significant documents are adopted in the form of decisions, while operational and current matters are addressed through orders.
In accordance with the Presidential Resolution No. PQ–3407 dated November 28, 2017, “On improving the activities of local executive authorities in attracting investments and introducing innovations,” the tasks, functions, rights, responsibilities, and organizational procedures of the administrative apparatus are defined.
In its activities, the administrative apparatus is guided by the Constitution of the Republic of Uzbekistan, the Law “On Local Government,” other legislative acts, resolutions of the chambers of the Oliy Majlis, acts of the President and the Cabinet of Ministers, and other нормативные документы.
The apparatus provides information-analytical, legal, organizational, technical, and financial support to the khokimiyat, prepares meetings of the Council of People’s Deputies, drafts official documents, and monitors their implementation.
It also ensures organizational and technical support for the activities of the Council of People’s Deputies.
In its work, the apparatus follows the Constitution, the Law “On Local Government,” Presidential Resolution PQ–3407, Cabinet of Ministers Resolution No. 140 dated March 29, 1999, and the regulations of the regional khokimiyat. Work with citizens’ appeals is carried out in accordance with the Law “On the appeals of individuals and legal entities”.
