A resolution of the President of the Republic of Uzbekistan has been adopted entitled “On Additional Measures to Develop Greenhouse Farming Based on Advanced Green Technologies and Ensure the Efficient Use of Household Plots”.
The resolution introduces a range of incentives and financial support mechanisms for greenhouse businesses adopting energy-efficient and environmentally friendly technologies. It also aims to encourage more productive use of household plots.
Tax incentives for greenhouse businesses
From 1 January 2027 to 1 January 2030, legal entities whose income from the relevant activities accounts for at least 60 per cent of their total income at the end of the current reporting (tax) period will benefit from a 50 per cent reduction in land and property tax rates. They will also be exempt from turnover tax.
In addition, from 1 November 2026 to 1 April 2030, greenhouse businesses using efficient, energy-saving and environmentally friendly green heating technologies will be eligible for subsidies. During October–March, the government will subsidise 50 per cent of the electricity costs incurred in greenhouse operations using heat pumps, geothermal heating systems, solar thermal systems and high-efficiency electric heating equipment.
Subsidies for upgrading household greenhouses
The resolution also places particular emphasis on transitioning household greenhouses to energy-efficient technologies and improving their environmental sustainability.
By 1 January 2030, the National Agency for Energy Efficiency will provide one-time subsidies covering 40 per cent of the costs of purchasing and installing solar panels, heat pumps, infrared heating devices and other energy-efficient equipment for heating household greenhouses in the Tashkent, Zangiota, Qibray, Yangiyol and Toraqorgon districts of Tashkent Region. The subsidy will be capped at UZS 100 million.
Subsidies for solar panels will be available only when the panels are installed together with heat pumps, infrared heating devices or other energy-efficient equipment. The purchase and installation of the relevant equipment will be carried out through the Digital Platform for Improving Energy Efficiency.
Support for families included in the Social Register
By 1 December 2026, the Ministry of Poverty Reduction and Employment will facilitate the establishment of new greenhouses in 50 mahallas specialising in greenhouse farming across the Tashkent, Zangiota, Qibray, Yangiyol and Yuqori Chirchiq districts of Tashkent Region.
Based on recommendations from the “Mahalla Seven”, each household selected from among families included in the Social Register will be eligible for a subsidy of up to UZS 200 million to establish a greenhouse covering at least four sotik (400 square metres) and equipped with energy-efficient, environmentally friendly heating systems.
In cooperation with district administrations, these greenhouses will also serve as demonstration and training facilities for local residents.
Preferential loans for greenhouses
Under the resolution, the Central Bank will introduce a pilot lending scheme in Tashkent Region as part of programmes supporting family entrepreneurship. Preferential loans will be made available to individuals who own household plots or land designated for dehkan farming.
Loans of up to UZS 300 million will be available for constructing greenhouses based on green technologies. For the modernisation, retrofitting and reconstruction of existing greenhouses using environmentally friendly technologies, loans of up to UZS 150 million will be provided.
Up to UZS 100 million of the loan may be issued without collateral. In addition, an amount calculated at UZS 5 million per sotik will be provided in cash.
Improving the energy efficiency of homes
By 1 December 2026, the National Agency for Social Protection, in cooperation with the National Agency for Energy Efficiency, will arrange insulation of the walls and roofs of 50 households where greenhouses are to be established in the Tashkent, Zangiota, Qibray, Yangiyol and Yuqori Chirchiq districts of Tashkent Region.
These homes will also be equipped with energy-efficient windows and doors, as well as solar thermal collectors.
Establishing modern demonstration greenhouses
Commercial banks, together with Uzagrostar Holding and the administration of Tashkent Region, will establish modern greenhouses based on green technologies on plots of at least one hectare in the Tashkent, Zangiota, Qibray, Yangiyol and Toraqorgon districts.
The greenhouses will be equipped with solar panels, heat pumps, infrared heating devices and other energy-efficient equipment.
They will serve as training and demonstration facilities to teach residents how to use green technologies, introduce energy- and water-saving equipment into agricultural practice, and cultivate high-value agricultural crops.
The resolution is intended to accelerate the adoption of modern, energy-efficient and environmentally friendly technologies in greenhouse farming, create favourable conditions for the sustainable operation of greenhouse businesses, improve the productivity of household plots and increase household incomes.
