The Ministry of Justice has registered a departmental regulatory document concerning the activities of compliance and internal anti-corruption control structures of state bodies and organizations, as well as enterprises with state participation. The document was registered in the state register on October 3, 2026, under No. 3950.
The document establishes the tasks, functions, rights and responsibilities of compliance and internal anti-corruption control structures, as well as the procedure for organizing their activities in state bodies and organizations and in business entities where the state holds a 50 percent or greater share in the charter fund (charter capital).
According to the document, internal control structures take measures to identify and prevent corruption cases at an early stage, eliminate factors contributing to corruption, and prevent conflicts of interest.
The organization of the activities of internal control structures is carried out jointly by the Anti-Corruption Agency and state bodies and organizations.
Internal control structures may be established in the form of a service or department, or as a separate position. Minimum requirements are established for their heads and employees, including higher education, relevant work experience, and a certificate confirming completion of special training courses on combating corruption.
In addition, KPI requirements do not apply to the activities of heads and employees of internal control structures. Allowances based on KPI indicators are applied at the maximum level, while any reduction of KPI indicators is carried out in coordination with the Anti-Corruption Agency.
Employees of internal control structures are under state protection and are provided with legal and social protection.
