Ensuring the timely, accurate, and full implementation of tasks set out in decrees, resolutions, orders, and minutes of meetings of the President of the Republic of Uzbekistan and the Government is one of the important factors in improving the efficiency of public administration.

Systematic work has been established in Andijan Region in this area. Particular attention is being paid to promptly assigning documents and instructions of the President of the Republic of Uzbekistan for execution, ensuring their high-quality implementation, and regularly monitoring the progress of their execution.

In particular, in order to ensure the implementation of the tasks defined in Presidential Decree No. PF-6166 dated February 10, 2021, Resolution No. PQ-5132 dated May 31, 2021, and Presidential Decree No. PF-117 dated July 25, 2025, relevant organizational and control mechanisms have been established in the regional hokimiyat.

Every Assignment Under Separate Control

According to the analysis, in August 2026, a total of 223 assignments contained in 94 documents of the President of the Republic of Uzbekistan were received by the Andijan Regional Hokimiyat through the “Ijro.gov.uz” electronic system.

Of these documents, 2 were laws, 24 were decrees, 42 were resolutions, and 26 were minutes of meetings.

Individual control plans were developed for each incoming assignment. Depending on the content and nature of the documents, the relevant assignments were forwarded for implementation to the respective departments and organizations, as well as to the hokimiyats of cities and districts.

Most importantly, as a result of the measures taken to ensure the implementation of the assigned tasks, all 223 assignments were fully completed.

This demonstrates that a clear system has been established in the region to strengthen executive discipline, ensure the timely implementation of assignments, and achieve concrete results.

Executive Discipline Is Analyzed Daily

The regional hokimiyat has established a practice of conducting daily analysis of the implementation of legislative documents and assignments. This makes it possible to regularly monitor the status of implementation, identify potential problems in a timely manner, and take measures to address them.

Every Monday, under the leadership of the regional hokim, and every Friday, under the supervision of the First Deputy Hokim, the status of executive discipline is critically and analytically reviewed.

This approach ensures that the work is not limited to merely recording the completion of assignments, but is primarily focused on achieving practical and tangible results.

In addition, in order to ensure that assignments are completed within the established deadlines, a list of tasks scheduled for implementation in the following month is prepared on the 25th of each month. This list is sent to the responsible deputy hokims of the region, heads of groups and departments, relevant departments and organizations, as well as the hokimiyats of cities and districts.

Calendar schedules and “road maps” are approved for each responsible executor, and the relevant work is organized on this basis.

Shortcomings Are Analyzed and Their Causes Addressed

In ensuring executive discipline, particular attention is paid not only to recording completed tasks, but also to identifying existing problems and systemic shortcomings.

Based on the results of the analysis, the causes of shortcomings identified in the implementation of assignments are examined, and appropriate measures are taken to eliminate them.

At the same time, targeted and comprehensive reviews of the implementation of legislative documents and assignments are conducted in regional departments and organizations, as well as in the hokimiyats of cities and districts, in accordance with the approved schedule.

In particular, during the first eight months of 2026, the status of implementation of legislative documents and assignments was reviewed in 7 departments and 7 hokimiyats. Based on the results of these reviews, relevant recommendations were provided on identified problems, and practical assistance was given to ensure the effective organization of assignment implementation.

September Assignments Also Placed Under Control

The regional hokimiyat has also taken the necessary measures to ensure the implementation of assignments scheduled for September of the current year.

In particular, 174 assignments in the documents of the President of the Republic of Uzbekistan have been assigned to the regional hokimiyat for implementation, while 24 assignments are contained in documents of the leadership of the Presidential Administration, and 88 assignments relate to the Cabinet of Ministers.

Relevant measures have been developed and responsible executors have been identified to ensure the timely and high-quality implementation of these assignments, and their implementation has been placed under continuous control.

Electronic Control as a Factor of Effective Governance

Today, the “Ijro.gov.uz” electronic system serves as one of the important tools for ensuring executive discipline within the public administration system.

At the Andijan Regional Hokimiyat, a clear mechanism has been established through this system to promptly assign for implementation the tasks contained in documents of the President and the Government, identify responsible executors, monitor the implementation process, and control final results.

For each assignment, the responsible executor, implementation deadline, and expected outcome are clearly defined, while the status of implementation is regularly analyzed.

Overall, the system established in Andijan Region to ensure the implementation of legislative documents and assignments contributes to the effective and result-oriented implementation at the local level of the tasks set by the Head of State.

Most importantly, a responsible approach to executive discipline, timely and full implementation of assignments, prompt elimination of identified shortcomings, and ensuring practical results for every assigned task remain among the priority areas of the regional hokimiyat’s activities.
