About the government

In the Republic of Uzbekistan, state governance is organized by three types of authorities. These are the Legislative, Executive and Judicial authorities. The Legislative authority is the Oliy Majlis, which consists of a lower and upper chamber. The lower, that is, the "Legislative Chamber", consists of 150 permanent deputies and is mainly engaged in the development of legislation. The upper chamber is called the "Senate" and is formed by 100 senators. Senators, without departing from their main duties, meet from time to time and study and adopt new legislative acts created by the Legislative Chamber. The executive authority includes ministries, departments, and the khokimiyats of Tashkent city and regions, headed by the Cabinet of Ministers. In short, the executive authority performs the task of ensuring the implementation of laws on the ground. The judicial authority includes all courts in various fields, headed by the Supreme Court of the Republic. The courts ensure that the executive authority and citizens do not violate the laws.
The district administration ensures the socio-economic development of the district, the implementation of the Laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, resolutions and orders, protocols, instructions of the district Council of People's Deputies and the district khokim in the territories. The district administration is accountable for its activities to the President of the Republic of Uzbekistan, the Cabinet of Ministers and the regional Council of People's Deputies.
The implementation of the powers of the district administration is ensured by the district khokim, deputy khokims, heads of local government bodies, district and city khokims, permanent and temporary commissions of the district khokim, other working bodies established by relevant resolutions, as well as the organizational and practical work of the district khokim's apparatus.
The activities of the district khokim are organized by the district khokim. The district khokim issues decisions that are mandatory for all bodies, enterprises and organizations, officials and citizens in the region within the framework of the powers established by law. The documents of the district khokim of a normative or important nature are adopted in the form of a resolution. The documents of the district khokim on urgent and other current issues are adopted in the form of an order.
In accordance with the Resolution No. PP-3407 dated November 28, 2017 “On improving the activities of local executive authorities in attracting investments and introducing innovations”, the tasks, functions, rights, responsibilities and the procedure for organizing the activities of the administrative apparatus of the regional khokim are determined.
In its activities, the administrative apparatus is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Local Government” and other laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, resolutions, decrees and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other legislative acts, documents of the Council of People's Deputies and the khokim, as well as the Regulations on the administrative apparatus of the Yazyavon district khokim.
The administrative apparatus provides information-analytical, legal, organizational-technical and financial-economic aspects of the hokim's activities, prepares the meetings of the Council of People's Deputies in accordance with its regulations, prepares draft documents of the Council of People's Deputies and the hokim, develops practical measures for their implementation and regularly checks their implementation.
The management apparatus provides organizational, technical and other services for the activities of the Council of People's Deputies.
The district administration apparatus in its activities is guided by the Constitution of the Republic of Uzbekistan and the Law of the Republic of Uzbekistan "On Local Government", the Resolution of the President of the Republic of Uzbekistan "On improving the activities of local executive authorities in attracting investments and introducing innovations" No. PP-3407 dated November 28, 2017, the "Instructions on organizing work and control over the execution of documents in the apparatuses of the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions, cities and districts of the Republic of Uzbekistan", approved by the Resolution of the Cabinet of Ministers dated March 29, 1999 No. 140, and the regulations of the regional administration. The processing of proposals, applications and complaints of citizens is carried out in accordance with the Law of the Republic of Uzbekistan "On Citizens' Appeals".
