Macroeconomic Indicators
Over the past five years, our district has demonstrated rapid growth, attracting attention not only from the city of Tashkent but from the entire republic. This progress is primarily reflected in the macroeconomic indicators.
First of all, the population has increased significantly. From 160.4 thousand people in 2021, the population reached 205.4 thousand by the end of 2025. This is not just a figure, but a reflection of the district’s attractiveness and the favorable conditions being created for living and working here. About 65 percent of the growth is due to migration, which shows that people are willing to move here and build their lives in the district.
The volume of industrial production has grown at an unprecedented rate — increasing 4.5 times to reach 13.6 trillion UZS. Industrial output per capita increased 3.3 times. Behind these results stands the dedicated work of enterprises in key driver sectors such as metallurgy, light industry, and construction materials production.
The volume of market services increased threefold, reaching 6.1 trillion UZS. Financial services, telecommunications and information services, transport, and real estate services play a leading role in this growth. The volume of services per capita reached 31.7 million UZS, which is another confirmation of the improving living standards of our population.
Significant growth has also been observed in the construction sector, where the volume increased 2.9 times. Over the past five years, 209 multi-storey residential buildings have been constructed and commissioned. As a result, housing conditions for 12,950 families have been positively resolved, providing them with new and modern apartments. Consequently, the housing space per capita has reached 23 square meters.
The most important result of economic growth is the increase in employment and incomes of the population. The number of employed people in the district has reached 42.9 thousand. Most importantly, we have managed to significantly reduce the poverty rate. While in 2021 this indicator was 10.6 percent, as of January 1, 2026, the poverty rate has decreased to just 2.1 percent.
Last year alone, targeted assistance was provided to 1,757 families or 7,001 residents to help them overcome poverty. They were supported in finding employment, obtaining loans, and starting their own businesses. Behind these figures are real human lives and concrete steps toward improving their well-being.
Within the framework of the “From Poverty to Prosperity” program, the incomes of 1,065 families were increased, and they were removed from the poverty registry. This confirms that our chosen direction is correct.
Youth Policy and Social Sector
The main factor of development is human capital, especially young people and their access to quality education.
In the field of education, 89 preschool institutions operate in the district. The coverage rate of children in preschool education has reached 76.1 percent. A total of 27,588 students study in 20 general education schools. In the current academic year, 3,058 first-grade students began their school education.
Special attention is being paid to creating modern conditions for our children. Based on the “Tashkent Experience,” School No. 332 has been fully adapted for inclusive and modern education. In the “Hokim’s Cup” competition, introduced for the first time, 45 talented young people won and became recipients of the “Hokim Scholarship.”
At School No. 329 in the “Yangi Umid” mahalla, nine free extracurricular clubs were opened. In addition, reconstruction works were carried out at School No. 335 located in the “Yangi Gulzor” mahalla.
The system of working with youth has also undergone fundamental changes. As a result of surveys conducted in mahallas, 24,928 young people were categorized into three groups, and individual work has been organized with each of them. Among 120 unemployed youth, 69 have been provided with jobs.
Through the “Five Initiatives” platform, 33,340 young people have registered and gained the opportunity to participate in various competitions and events. As a result, our youth achieved honorable places in city and national competitions in handball, table tennis, checkers, gymnastrada, and wrestling.
In accordance with the Presidential decree, the tuition contract fees of two socially vulnerable students were fully covered.
Healthcare
In the healthcare sector, 3 primary medical institutions and 6 specialized preventive healthcare institutions provide services to the population. Last year, 2,240 babies were born in the district.
According to the order of the Ministry of Health, 138 types of medicines were provided free of charge to socially vulnerable citizens.
Spiritual Development, Sports and Culture
A district working group has been established to coordinate youth activities in mahallas. Within the framework of the “Urgent 90 Days” program, 893 events were organized, covering 41,439 young people.
For more than 700 students who spent their holidays in school camps and vocational centers, domestic tourism trips were organized.
Support for Women
Increasing the social activity of women and supporting them remains at the center of our attention. Through the “Women’s Notebook” system, the problems of 5,724 women were studied, and practical assistance was provided to each of them.
A total of 30 million UZS was allocated for medical assistance to the children of 2,097 women. According to the Presidential decision, trips were organized to the “Livingston” hotel so that women in need could relax and receive psychological support. A total of 750 women participated and attended seminars on entrepreneurship skills.
As a result of resolving all issues, all 5,724 women were removed from the “Women’s Notebook.”
Infrastructure Development
Development is reflected not only in numbers but also in streets, houses, and the environment where people live. In recent years, special attention has been given to improving the district’s infrastructure.
Within the framework of preparation for the autumn-winter season, large-scale works were carried out in cooperation with all utility service organizations.
Electricity supply:
7 transformer substations were replaced with higher-capacity ones, and 37 km of overhead power lines were renewed.
Heat supply:
The company VEOLIA ENERGY carried out major repairs on 2 boilers and current repairs on 25 boilers. A total of 3.8 km of outdated heating pipelines were replaced.
Gas, water, and sewage networks:
0.65 km of gas pipelines and 9 gas distribution points were overhauled. Additionally, 26.6 km of underground networks were inspected and 8.9 km of gas pipelines were regulated.
1.7 km of water pipelines and 374 meters of sewage networks were also overhauled.
Street lighting:
11.8 km of overhead wires were replaced with modern SIP cables, 300 streetlights were repaired, and 430 brackets were painted.
As part of landscaping and improvement works, 51,209 square meters of asphalt were laid on internal roads and 980,000 square meters of territory were cleaned. Within the framework of the “Green Space” program, 3,109 trees, 2,591 shrubs, and 47,700 flower seedlings were planted. An artificial irrigation system was installed on 15,000 square meters of green area along Qipchoq Street.
Significant work was also carried out in the maintenance of multi-storey residential buildings. Roofs of 19 buildings were repaired, 59 entrances were improved, and 25 of them were equipped with metal doors. A total of 17 outdated elevators were replaced and 43 elevators were repaired. In addition, 3,801 energy-efficient LED motion-sensor lamps were installed.
Within the framework of construction and capital repair works, 6 recreation parks, 12 children’s and sports playgrounds, and 3 mini stadiums were built. To improve transport infrastructure, 7,800 square meters of bicycle lanes and 9,300 square meters of pedestrian walkways were constructed.
Most importantly, several social facilities were commissioned, including one central polyclinic, two schools with capacities of 720 and 990 students, as well as buildings for the sanitary-epidemiological service and the internal affairs department.
Investment and Foreign Economic Activity
Investment is the main driving force of development. In 2025, investments in fixed capital increased 4.6 times and reached 6.9 trillion UZS.
According to the development program for 2026–2028, 94 enterprises are planning to implement projects worth a total of 17.4 trillion UZS in the district. As a result of these projects, 5,174 new jobs will be created. More than half of them — 3,084 jobs — will be in industrial enterprises, while the rest will be in the service and construction sectors.
In terms of foreign trade activity, by the end of 2025 the volume of exports increased 2.9 times and reached 223.7 million US dollars. The main export products include electrical equipment (45.1%), construction materials (26.6%), and metallurgical products (10.7%).
