2026-01-16 13:00:00 / Statements and speeches of administration

Dear residents and guests of our district!
In order to implement the esteemed President’s important decisions aimed at creating a safe environment in neighborhoods, as well as ensuring the execution of a number of tasks related to internal affairs bodies, systematic preventive measures are being carried out in our district to further stabilize the criminogenic situation and prevent crime.
The purpose of this address is to inform the district population about the current crime situation and to minimize the risk of becoming victims of crime. We should focus not on dealing with the consequences of crimes, but on eliminating the causes and conditions that lead to their commission.
In this regard, we would like to provide brief information on the crime situation in the district. Over the 12 months of the current year, as a result of оперативно-search and preventive measures conducted in cooperation with law enforcement agencies, 403 crimes and 10,694 administrative offenses were identified.
Seventy-seven individuals were placed in rehabilitation centers. Of the 569 individuals on preventive records — including aggressive persons, those with mental illnesses, drug addicts, and individuals prone to alcohol abuse — 42 were hospitalized for compulsory treatment. Protection orders were issued to 228 women who suffered from pressure and violence. Preventive inspectors submitted conclusions to neighborhood committees regarding 4,121 individuals who are prone to committing crimes or are at high risk of becoming victims of crime.
A significant reduction in preventable crimes has been achieved in the district. The number of thefts, hooliganism, vehicle thefts, and crimes involving minor and moderate bodily injuries has decreased. Overall, the number of preventable crimes decreased by 49 cases, or 11.3%.
As a result of measures taken to create a safe environment in neighborhoods, crime rates decreased in 24 out of 30 neighborhoods, while no crimes were recorded in 6 neighborhoods.
The first pressing issue remains crimes committed through information technologies, namely cybercrimes.
The majority of cybercrimes involve online investment fraud (trading schemes) as well as theft of funds from plastic cards used for purchasing goods via the internet. Criminals are using artificial intelligence technologies to create fake videos of well-known individuals, thereby deceiving the public.
Currently, the number of random crimes is increasing in the district. Most of these crimes are committed due to minor reasons, such as road disputes or personal conflicts.
In addition, during preventive activities, sharp-edged objects and narcotic substances are being detected among young people, and legal measures are being taken accordingly. Cases of causing bodily injuries using sharp objects have also been observed. It should be noted that carrying cold weapons or items that may be used as cold weapons constitutes administrative liability under Article 185¹, Part 2 of the Code of Administrative Responsibility of the Republic of Uzbekistan.
Dear citizens!
We plan to regularly provide information through Telegram channels, including news, new types of cybercrimes, methods of protection, and other relevant information. For this purpose, Telegram groups have been created for each of the 30 neighborhoods in the district.
We call on all residents to be active in preventing offenses through cooperation based on the “neighborhood – school – family” model.
If you have information about offenses or crimes, please report them by calling 102 or through the trust hotlines.
May our country remain peaceful and our homes prosperous! Together, let us make our district a crime-free area!
