Authority
Authority – is the right to make decisions over people or organizations and ensure their implementation. It exists in different forms and can relate to state governance, legislative power, judicial systems, or local administration.
🔰 Types of Authority
Legislative Authority
– Laws are developed and adopted.
– Example: The Oliy Majlis (Parliament) of the Republic of Uzbekistan.
Executive Authority
– Responsible for enforcing laws and carrying out state policies.
– Example: The Cabinet of Ministers, ministries, local governments (hokimiyats).
Judicial Authority
– Reviews violations of laws and restores justice.
– Example: The Supreme Court of the Republic of Uzbekistan, the Constitutional Court.
🏢 Local Authority – Hokimiyat
Each region, district, or city in Uzbekistan is governed by a local administration (hokimiyat). The hokim (governor) is the head of the executive authority at the local level and is appointed by the President. At the regional, district, or city level, hokims:

Implement economic policies;

Carry out social projects;

Approve and oversee the local budget;

Work directly with citizens.
⚖ Is authority limited by law?
Yes. The powers of authorities are defined by the Constitution and laws. This prevents personal rule or abuse of power.
