About the agency
Telecommunications Regulatory Agency of the Republic of Uzbekistan was established by Decree of the President of the Republic of Uzbekistan No.DP-142 dated August 21, 2025, "On Measures to improve the Regulatory system in the Field of Telecommunications".
In accordance with Articles 9 and 11 of the Law "On Telecommunications," the Ministry of Digital Technologies is the authorized state body in the field of telecommunications, and the Agency is the regulatory body in the field of telecommunications.
The Agency:
(i) is a national executive body;
(ii) exercises its powers in accordance with Article 11 of the Law "On Telecommunications";
(iii) monitors the quality of services provided by operators and providers against established requirements in accordance with the approved plan at least monthly;
(iv) is independent in finances, structure, and decision-making within the scope of its authority, and is accountable for its activities to the Cabinet of Ministers.
The Regulation on the Telecommunications Regulatory Agency of the Republic of Uzbekistan was approved by Resolution No. 550 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 29, 2025.
The Agency's primary responsibilities include:
regulating activities and relations in the telecommunications sector;
licensing and issuing permits for legal entities operating in the telecommunications sector;
accrediting legal entities conducting expert assessments of design and estimate documentation for the construction of telecommunications networks and telecommunications facilities;
regulating tariffs for certain types of telecommunications services, as well as interconnections;
developing a telecommunications network numbering system and managing the telecommunications network numbering plan;
developing and approving the procedure for using the address space of the national segment of the global information network Internet, defining the domain name system;
mandatory digital labeling of telecommunications facilities;
compiling a list of universal services and quality requirements;
facilitating the creation of a fair and equitable competitive environment for operators and providers;
facilitating the formation and development of a telecommunications services market based on free competition;
Protect the rights and legitimate interests of users, participate in the consideration of issues related to interactions between operators, providers, and users;
Monitor the quality of telecommunications services provided by operators and providers with established requirements through the Uzbekistan Telecommunications Network Monitoring System;
Ensure centralized management of the priority use of telecommunications infrastructure in natural and man-made emergencies or during emergency situations, and restrict or suspend its operation in accordance with established procedures;
Work with relevant authorities to monitor for the circumvention of protective measures in the event of unauthorized connection to the network and traffic transmission.
