* The television channel of the winner of the competition for digital television broadcasting shall be included, on a contractual basis, in the digital television broadcasting multiplex of LLC “RADIO COMMUNICATION, RADIO BROADCASTING AND TELEVISION CENTER”.

** The radio channel of the winner of the radio broadcasting competition shall be distributed on a rental basis through the radio transmitters of LLC “RADIO COMMUNICATION, RADIO BROADCASTING AND TELEVISION CENTER”.

Competition Requirements

Legal entities registered in the Republic of Uzbekistan in accordance with the procedure established by law, whose constituent documents provide for activities in the field of mass media, and which have submitted an application and duly completed documents within the prescribed deadline in accordance with the Regulation on the Procedure for Competitive Allocation of Radio Frequencies and Issuance of Individual Licenses in the Field of Television and Radio Broadcasting, shall be eligible to participate in the competition.

The license applicant must also comply with the requirements of the legislation in the field of mass media.

To participate in the competition, the license applicant shall submit an application in accordance with the established procedure.

The following documents shall be attached to the application:

• documents confirming the qualifications of employees directly involved in the provision of television and radio broadcasting services (diplomas, certificates, attestations);
• a detailed broadcasting concept, including creative, technical and financial proposals, the planned broadcasting schedule for television and radio programmes, the volume of the applicant’s own programmes, and competition commitments;
• a conclusion issued by the relevant authorities confirming that the television and radio broadcasting facilities comply with security requirements;
• documents confirming the right to use equipment intended for the organization of television and radio broadcasting, where such right belongs to another person (lease agreement or other relevant documents).

Licensing Requirements and Conditions

In carrying out its activities, the licensee shall comply with the following licensing requirements and conditions:

• compliance with legislation, state standards and regulatory documents applicable to the relevant field of activity;
• development of programmes that are diverse in genre and content, and ensuring that they meet the spiritual and cultural needs of society;
• distribution of television and radio programmes taking into account the requirements of legislation on the state language;
• distribution of television and radio programmes of foreign channels in accordance with the legislation, provided that contracts (agreements) have been duly concluded in accordance with the established procedure;
• protection of consumer rights;
• use of certified technical means for the distribution of television and radio programmes in accordance with the requirements of legislation;
• compliance with the rules and standards for the operation of telecommunications equipment, as well as sanitary, fire safety, security and safety requirements applicable to television and radio broadcasting facilities, and fulfillment of other licensing requirements and conditions established by legislation.
