On the Tashlak District Hokimiyat

State administration in the Republic of Uzbekistan is organized by three types of khokimiyats. These are the legislative, executive, and judicial branches. The legislative power is the Oliy Majlis, which consists of the lower and upper chambers. The lower, that is, the Legislative Chamber, consists of 150 permanent deputies and is mainly engaged in the development of legislative acts. The upper chamber is called the Senate and consists of 100 senators. Senators, without interruption from their main official duties, periodically meet to consider and adopt legislative acts created by the Legislative Chamber.
The executive branch includes ministries, departments, khokimiyats of the city of Tashkent, regions and districts, headed by the Cabinet of Ministers. The executive branch performs the function of ensuring the implementation of laws on the ground. The judicial power includes all courts of various branches, headed by the Supreme Court of the Republic. Courts ensure the rule of law and serve to prevent violations of laws by citizens and organizations.
The khokimiyat of Tashlak district ensures the socio-economic development of the district, the implementation in the territory of the laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, decisions of the Cabinet of Ministers, decisions of the district Council of People's Deputies and the khokim of the district. The district khokimiyat is accountable in its activities to the President of the Republic of Uzbekistan, the Cabinet of Ministers, and the regional Kengash of People's Deputies.
The exercise of the powers of the district khokimiyat is ensured through the organizational and practical activities of the district khokim, deputy khokims, heads of local government bodies, relevant organizations, permanent and temporary commissions of the district khokimiyat and other working bodies, as well as the khokimiyat apparatus.
The activities of the district khokimiyat are organized by the khokim of the district. The khokim of the district, within the powers established by law, issues decisions that are binding on all bodies, enterprises and organizations, officials, and citizens in the territory. Acts of the district khokim of a normative nature or of significant importance are adopted in the form of a resolution, and acts on operational and current issues - in the form of an order.
In accordance with the Resolution of the President of the Republic of Uzbekistan dated November 28, 2017 No. PP-3407 "On Improving the Activities of Local Executive Authorities in Attracting Investments and Introducing Innovations," the tasks, functions, rights, responsibilities, and procedures for organizing the activities of the district administration's management apparatus are defined.
The administrative apparatus in its activities is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On State Power on the Ground" and other legislative acts, resolutions of the chambers of the Oliy Majlis, decrees, resolutions and orders of the President, resolutions and orders of the Cabinet of Ministers, acts of the Council of People's Deputies and the khokim.The administrative apparatus provides information-analytical, legal, organizational-technical, and financial-economic support for the activities of the khokimiyat, prepares meetings of the district Council of People's Deputies on a regulated basis, develops draft resolutions, and monitors their implementation.

The Tashlak District Hokimiyat apparatus in its activities is guided by the Constitution of the Republic of Uzbekistan, the Law "On State Power on the Ground," Presidential Decree No. PP-3407, the Instructions approved by Cabinet of Ministers Resolution No. 140 of March 29, 1999, and the relevant regulations. Work with citizens' appeals is carried out in accordance with the Law "On Citizens' Appeals."
