Administration of the Sokh District
The Administration of the Sokh District ensures the socio-economic development of the district, the implementation of the laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, as well as resolutions, orders, protocols, and assignments of the Regional Council of People’s Deputies and the governor of the region. In its activities, the Administration of the Sokh District is accountable to the President of the Republic of Uzbekistan, the Cabinet of Ministers, and the Regional Council of People’s Deputies.
The exercise of the powers of the Administration of the Sokh District is ensured through the organizational and practical activities of the administration itself, the deputy governors, the heads of local state authorities, the permanent and temporary commissions of the district administration, other working bodies established by the relevant resolutions, and the apparatus of the district administration.
The activities of the Administration of the Sokh District are organized by the administration itself. The governor of the Sokh District, within the powers established by law, issues resolutions that are mandatory for execution by all authorities, enterprises, and organizations in the district, as well as officials and citizens. Regulatory and significant documents of the governor of the Sokh District are adopted in the form of resolutions, while documents on operational and other current issues are issued in the form of orders.
According to Resolution No. ПК-3407 of November 28, 2017, “On Improving the Activities of Local Executive Authorities for Attracting Investments and Implementing Innovations,” the tasks, functions, rights, duties, and procedures for organizing the work of the governor’s apparatus of the Sokh District have been defined.
In its activities, the administrative apparatus is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Local Self-Government,” and other laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other legislative acts, documents of the Council of People’s Deputies and the governor, as well as the Regulations on the Administrative Apparatus of the Governor of the Sokh District.
The administrative apparatus ensures the governor’s activities in informational-analytical, legal, organizational-technical, and financial-economic aspects, organizes meetings of the Council of People’s Deputies in accordance with its regulations, prepares draft documents of the Council of People’s Deputies and the governor, develops practical measures for their implementation, and regularly monitors their execution. The administrative apparatus also provides organizational, technical, and other services to the activities of the Council of People’s Deputies.
The Administration of the Sokh District carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Local Self-Government,” the Resolution of the President of the Republic of Uzbekistan “On Improving the Activities of Local Executive Authorities for Attracting Investments and Implementing Innovations” dated November 28, 2017, No. ПК-3407, the “Instruction on the Organization of Recordkeeping and Control over the Execution of Documents in the Apparatuses of the Council of Ministers of the Republic of Karakalpakstan, Regional, City, and District Administrations of the Republic of Uzbekistan,” approved by Resolution of the Cabinet of Ministers dated March 29, 1999, No. 140, and the Regulations on the Sokh District. The consideration of proposals, applications, and complaints from citizens is carried out in accordance with the Law of the Republic of Uzbekistan “On Appeals of Citizens.”
