ARTIFICIAL INTELLIGENCE TECHNOLOGIES TO BE INTRODUCED INTO JUDICIAL ACTIVITIES

In our country, work is ongoing to further improve the judicial and legal system, reliably protect the rights and legitimate interests of citizens and entrepreneurs, increase access to justice, and ensure the effectiveness of judicial proceedings. At the same time, measures are being taken to improve the system of training highly qualified personnel, numerous normative-legal acts are being adopted, and special attention is being paid to reforming the judicial and legal sphere in line with international standards and advanced foreign experience.
Continuing these reforms, on August 21 of this year, the Head of State signed two important documents – Decrees No. -140 and -141, aimed at further improving the activities of courts, increasing access to justice, and fundamentally enhancing the system of training highly qualified specialists in this area.
ESSENCE AND SIGNIFICANCE OF THE DECREE
Presidential Decree No. -140 “On Additional Measures for the Introduction of Artificial Intelligence Technologies in Court Activities to Increase Access to Justice and Improve the Material and Technical Support of the Judicial System” provides for creating favorable conditions for the integration of AI technologies into court activities, continuing digitalization, and improving the material and technical base of courts.
The Decree outlines:

a gradual transition to a fully electronic format of case management within the “Digital Court” concept, abandoning paper-based workflow;
-
expansion of types of interactive electronic services for citizens and entrepreneurs: obtaining copies of court documents, familiarizing with case materials, determining jurisdiction, calculating court fees with the help of AI, maintaining an electronic register of prohibited sources and content;
-
creation of the necessary technical infrastructure for AI implementation and improvement of the legal framework;
-
development and implementation of a judicial archive module within the information systems of the Supreme Court;
-
conducting scientific research in the field of “Cyber Law,” improving digital literacy and qualifications of judges and court staff;
-
optimization of the structure of economic courts to increase their efficiency and ensure unified judicial practice;
-
creation of modern courtrooms in accordance with the “Digital Court” concept, improving conditions for judges and citizens, and strengthening the social protection of court employees.
According to the Decree:
-
before filing a claim, AI will provide a forecast of the outcome of the trial and calculate expenses;
-
claims are submitted to courts electronically;
-
parties participate in hearings remotely, without attending the courthouse;
-
all case materials are provided electronically;
-
court fees are calculated and paid online, and enforcement writs are sent automatically;
-
hearing transcripts are prepared in real time with the help of AI;
-
draft judicial documents are generated automatically.
By the end of 2025, experimental “digital courtrooms” will be established in Tashkent for hearing economic, civil, and administrative cases.
In addition, the Decree approves a program for digitalizing the judicial system for 2025–2027.
The program provides for:

launching a legal document analysis platform from December 1, 2025;

developing special software for automatic preparation of judicial documents by the end of 2025;
-
introducing on the portal “my.sud.uz” a legal assistance module, including a virtual AI consultant, from January 1, 2026;
-
providing citizens with access to information about civil, administrative, economic, and administrative-offense cases through the Unified Portal of Public Services from March 1, 2026;
-
launching 5 new interactive services and developing a new version of the “Personal Cabinet” platform by the end of 2026.
Based on the Decree, from January 1, 2026, the system of economic courts will be optimized: some courts will be abolished, and interdistrict economic courts will be established in regional centers and in Tashkent city.
A plan for construction, reconstruction, capital repair, and equipment of court buildings for 2025–2030 has also been approved. During the construction of new and renovation of existing buildings, special attention will be paid to creating courtrooms based on the “Digital Court” concept.
Republican and territorial working commissions have been created, tasked with ensuring the implementation of the activities and objectives defined in the Decree.
