In accordance with the implementation of the tasks set out in the Presidential Resolutions No. PQ-1 and No. PQ-2 dated **5 January 2026**, as well as the instructions given during the video conference meeting held on **27 January 2026**, systematic efforts are being carried out in the neighborhoods of our city to create a safe environment, strengthen crime prevention, prevent offences at an early stage, effectively organize social prevention measures, and conduct **"Youth Day"** activities. These efforts are being implemented in close cooperation between law enforcement agencies, the local government, and the general public.
During **June 2026** and throughout the **first six months of the year**, a number of practical measures were undertaken in Quvasoy City to combat crime and prevent criminal offences.
During the six-month period, a total of **96 crimes** were registered in the city. Of these:
* **36** were preventable crimes;
* **58** were detected crimes;
* **2** belonged to the category of cybercrime.
An analysis of preventable crimes revealed the following:
* Murder – **3 cases**;
* Sexual assault – **3 cases**;
* Theft – **18 cases**;
* Fraud – **6 cases**;
* Intentional bodily injury – **1 case**;
* Road traffic accidents – **4 cases**.
According to the analysis of offenders:
* Crimes committed by juveniles – **2 cases**;
* Crimes committed by young people – **19 cases**;
* Crimes committed while intoxicated – **1 case**;
* Crimes committed by previously convicted persons – **6 cases**;
* Crimes committed by unemployed persons – **1 case**;
* Crimes committed by groups – **16 cases**.

Human life is the highest value. Every person's right to life is guaranteed by law. Murder is the intentional taking of another person's life and is considered one of the gravest crimes against society.
Murders often arise from family conflicts, alcohol abuse, financial disputes, jealousy, aggressive behavior, and an insufficient level of legal awareness. In many cases, a single moment of anger or loss of self-control leads to irreversible consequences.
Allow me to mention one tragic incident.
According to a report received at **1:30 a.m. on 28 June this year**, an unknown individual entered the home of a resident of Hamdostlik Neighborhood in Quvasoy City, born in **1999** and the father of two children, and inflicted stab wounds on him and his minor child before fleeing the scene.
As a result of оперативe investigative measures, it was established that this serious crime had been committed by the victim's legally married spouse. The suspect was apprehended. A criminal case was initiated by the Quvasoy City Prosecutor's Office under **Article 97, Part 2 of the Criminal Code of the Republic of Uzbekistan**, and procedural measures were taken in accordance with **Article 221 of the Criminal Procedure Code**.

Today, one of the most urgent and dangerous challenges facing our society—especially our youth and minors—is crime related to narcotic drugs and psychotropic substances.
In recent years, alongside traditional narcotics, synthetic drugs have become increasingly widespread. These substances pose an extremely serious threat to human health and can cause severe addiction within a very short period.
Please remember that drug addiction destroys lives, tears families apart, and poses a serious threat to public safety. Our vigilance today is the strongest guarantee of a healthy and prosperous future generation.

As your children are spending their summer holidays, we kindly ask you to ensure that they strictly observe traffic regulations. We also urge you not to allow minors to operate bicycles, electric scooters, or other vehicles in violation of established safety rules.
The officers of the Internal Affairs bodies always stand side by side with the people and faithfully serve the interests of society. At the same time, active cooperation from the public is of great importance. The difficult situations occurring around the world should encourage all of us to remain vigilant and to safeguard the peace, stability, and security of our homeland.
