About the Khokimiyat

State administration in the Republic of Uzbekistan is organized by three branches of power. These consist of the legislative, executive, and judicial branches. The legislative power is the Oliy Majlis, which comprises the lower and upper chambers. The lower chamber, namely the "Legislative Chamber," consists of 150 deputies operating on a permanent basis, and is mainly engaged in the development of legislative acts. The upper chamber is called the "Senate" and is formed of 100 senators. Senators convene periodically without separating from their primary official duties, and they review and adopt new legislative acts created by the Legislative Chamber. The executive power includes ministries, agencies, and the khokimiyats (governorates) of Tashkent city and regions, headed by the Cabinet of Ministers. In short, the executive power ensures the implementation of laws on the ground. The judicial power includes all courts in various fields, headed by the Supreme Court of the Republic. The courts ensure the prevention of law violations by both the executive authorities and citizens.
The district khokimiyat ensures the socio-economic development of the district, and the implementation of the Laws of the Republic of Uzbekistan, decisions of the Oliy Majlis, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, decisions, orders, minutes, and instructions of the district Kengash (Council) of People's Deputies, as well as the district khokim (governor). In its activities, the district khokimiyat reports to the President of the Republic of Uzbekistan, the Cabinet of Ministers, and the district Kengash of People's Deputies. The exercise of the district khokimiyat's powers is ensured through the organizational and practical work of the district khokim, deputy khokims, heads of local state administration bodies, permanent and temporary commissions of the district khokimiyat, other working bodies established by relevant decisions, and the apparatus of the district khokimiyat. The activities of the district khokimiyat are organized by the district khokim. Within the framework of powers established by law, the district khokim issues decisions that are mandatory for execution by all bodies, enterprises, organizations, institutions, officials, and citizens in the territory. Documents of the district khokim that are of a normative nature or significant importance are adopted in the form of a decision (qaror). Documents of the district khokim on operational and other current issues are adopted in the form of an order (farmoyish).
In accordance with Resolution No. PP-3407 of the President of the Republic of Uzbekistan dated November 28, 2017, "On Improving the Activities of Local Executive Authorities in Widely Attracting Investments and Introducing Innovations," the tasks, functions, rights, responsibilities, and the procedure for organizing the activities of the management apparatus of the district khokimiyat are defined.
In its activities, the management apparatus complies with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Local State Power" and other laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, resolutions, decrees, and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other legislative acts, documents of the Kengash of People's Deputies and the khokim, as well as the Regulation on the management apparatus of the Buloqboshi district khokimiyat.
The management apparatus provides information-analytical, legal, organizational-technical, and financial-economic support for the activities of the khokimiyat.
The management apparatus ensures the provision of organizational, technical, and other services to the activities of the Kengash of People's Deputies. In its activities, the district khokimiyat apparatus complies with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Local State Power," Resolution No. PP-3407 of the President of the Republic of Uzbekistan dated November 28, 2017, "On Improving the Activities of Local Executive Authorities in Widely Attracting Investments and Introducing Innovations," the "Instruction on Organizing Clerical Work and Monitoring the Execution of Documents in the Apparatuses of the Council of Ministers of the Republic of Karakalpakstan, Khokimiyats of Regions, Cities, and Districts of the Republic of Uzbekistan" approved by Resolution No. 140 of the Cabinet of Ministers dated March 29, 1999, and the regulations of the district khokimiyat. Clerical work on citizens' suggestions, applications, and complaints is carried out on the basis of the Law of the Republic of Uzbekistan "On Appeals of Physical and Legal Entities" (in text: "On Appeals of Citizens").
