New approaches introduced in the field of emergency prevention

In Uzbekistan, the safety of citizens is regarded as the highest priority. However, with the emergence of new risks, there is a growing need to enhance the operations of emergency management agencies.

Although more than 30 legislative acts have been adopted in this field, a comprehensive program for protection against emergencies has not yet been developed. Moreover, the Law “On Fire Safety”, adopted sixteen years ago, no longer meets current standards and requirements.

In this context, the task has been set to create a proactive system capable of assessing risks in advance and responding rapidly and effectively.

During the presentation, responsible officials presented the results of an analysis of the current situation, identified issues, and proposed practical solutions.

It was noted that preventive work is currently concentrated mainly within state institutions. Meanwhile, over 70 percent of emergency incidents occur in residential areas, caused by faulty or outdated gas and electrical appliances, as well as the lack of basic safety awareness.

Therefore, the President emphasized the need to organize the emergency prevention system at the mahalla level, ensuring that every street and household is covered by measures aimed at preventing emergencies and promoting a culture of safety.

Special attention was given to the introduction of digital technologies and modern technical equipment. It was underlined that progress in this area remains slow and does not yet meet current demands.

In this regard, instructions were given to create a digital infrastructure and fully digitize all processes – from the moment an emergency signal is received to the completion of response measures – as well as to introduce new operational mechanisms.

To improve response efficiency, it is necessary to expand the fleet of modern equipment and establish domestic production of such technologies. Considering that new materials and technologies are emerging across various sectors, the President instructed the establishment of a continuous training and retraining system for personnel, enabling the timely identification and prevention of new types of technogenic threats.

It was also ordered to establish a dual education system and a professional development center, train qualified rescue specialists, and expand educational programs and research activities at the Academy of the Ministry of Emergency Situations.
