The 105th meeting of the CIS Economic Council was held in Tashkent

Jamshid Kuchkarov, a member of the CIS Economic Council and Deputy Prime Minister of the Republic of Uzbekistan - Minister of Economy and Finance of the Republic of Uzbekistan, delivered a welcoming speech to the gathered participants. The meeting was opened and chaired by the Chairman of the CIS Economic Council, Hokim Kholikzoda, First Deputy Prime Minister of the Republic of Tajikistan.
The following heads of delegations participated in the meeting: Yagub Eyubov, First Deputy Prime Minister of the Republic of Azerbaijan; Mher Grigoryan, Deputy Prime Minister of the Republic of Armenia; Yuri Shuleiko, Deputy Prime Minister of the Republic of Belarus; Daniyar Amangeldiev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic; Alexey Overchuk, Deputy Prime Minister of the Russian Federation; Beketjan Jumakhanov, Plenipotentiary Representative of the Republic of Kazakhstan to the Commission on Economic Affairs under the CIS Economic Council; Shadurdi Meredov, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Republic of Uzbekistan; and Sergey Lebedev, Secretary General of the CIS.
During the meeting, a wide range of issues concerning economic cooperation among the CIS member states was discussed.
A set of measures to attract and stimulate the development of mutual investments within the CIS framework for the period up to 2030 has been approved. Information on the document was presented by the Deputy Minister of Economy and Finance of the Republic of Uzbekistan, Umid Abidkhadjaev. The document was developed at the initiative of the President of the Republic of Uzbekistan Shavkat Mirziyoyev and aims to develop cooperation on improving the investment climate, increase the inflow of mutual foreign direct investments into the economies of the CIS member states, and enhance the efficiency of investment implementation.
The heads of delegations approved the draft Concept for harmonizing national air traffic control systems of the Commonwealth of Independent States member countries. The concept aims to harmonize national air navigation systems to increase the economic efficiency of using the airspace of CIS member states, ensure "transparent" borders for international air navigation, and service airspace users based on unified rules and technologies. Oleg Storchevoy, the Chairman of the Interstate Aviation Committee, informed those gathered about it.
The expected result of their implementation is to improve the safety, regularity, and cost-effectiveness of civil aviation aircraft flights and the quality of air traffic services.
The document will be submitted for consideration to the CIS Council of Heads of Government.
Deputy Minister of Health of the Russian Federation Andrey Plutnitsky informed the attendees about the "Draft Concept of Cooperation among the Member States of the Commonwealth of Independent States in the Field of Public Health Protection." According to the Concept, the main objectivesof this cooperation are coordinated actions aimed at protecting the health of the population in CIS member states, and creating conditions for interstate collaboration focused on developing public health and healthcare, improving the quality of life of the population, and advancing cooperation in the field of pharmacy.
The draft Concept will be submitted for consideration to the CIS Council of Heads of Government.
Dmitry Guzov, Head of the Basic Organization for the Development of Cooperation among CIS Member States in the Field of Light Industry and General Director of JSC "Innovative Scientific and Production Center of Textile and Light Industry" (Russian Federation), presented the draft Concept for the Development of Cooperation among CIS Member States in the Field of Light Industry and the Action Plan for its implementation.
The Concept and the Plan are aimed at addressing a complex of urgent tasks related to meeting the needs for light industry products, primarily through domestic sources, strengthening national security by providing the industrial complex and strategic sectors with high-quality products, developing a system of scientific support for light industry, and introducing modern innovative technologies.
Draft documents will be submitted for consideration to the CIS Council of Heads of Government.
The Economic Council members approved the draft Agreement on Cooperation of the Member States of the Commonwealth of Independent States in the Development of Heavy Engineering Industries. The main objective of the Agreement is to promote the development of industrial production for heavy engineering industries through increased cooperation, the mastery and exchange of new production technologies and competencies in the interests of enhancing economic efficiency, technological and innovative renewal, resource conservation and environmental safety, increasing the competitiveness of heavy engineering industries' products to meet domestic needs, and increasing the share of their manufacturers in the global market.
The draft Agreement will be submitted for consideration to the CIS Council of Heads of Government.
The meeting reviewed a report on the activities of antimonopoly bodies of the CIS member states in certain markets for socially significant goods under current conditions. The report analyzes the role of antimonopoly bodies of the CIS member states in implementing measures to reduce tensions in domestic markets, prevent commodity shortages, support businesses in unstable socio-economic conditions, preserve incomes and maintain the well-being of the population. It examines regulatory and legal measures, problems and trends in antimonopoly regulation in markets for socially significant goods, and proposes measures aimed at ensuring stability in certain markets for socially significant goods.
During the meeting, information was presented on the implementation of the Protocol on the Exchange of Information in Electronic Form between the CIS Member States for Tax Administration dated November 2, 2018. The development of international cooperation in this area will allow for the unification of approaches among CIS member states to tax administration processes, optimizing and modernizing them in a way that will lead to an increase in tax revenues to the budgets of the Commonwealth countries. It will also improve the quality of interaction with taxpayers by creating comfortable conditions and a favorable environment for them to fulfill their tax obligations.
Members of the Economic Council considered the matter of amending the Action Plan for implementing the Concept of Interregional and Cross-Border Cooperation among CIS Member States for the period up to 2030. The amendments concern adjusting the timelines for completing certain activities in the Plan, as well as adding new items to it.
These changes are expected to enhance interregional and cross-border cooperation among CIS member states.
The matter will be submitted for consideration to the CIS Council of Heads of Government.
The Economic Council has adopted a decision to amend the Regulations of the Interstate Council "Radionavigation." According to the amendments, the functions of the Council's permanent working body have been transferred to the Federal State Budgetary Institution "All-Russian Research Institute of Radio Electronics." This institute, which serves as the primary research and expert organization of the Ministry of Industry and Trade of the Russian Federation, possesses the necessary expertise in radio navigation and a highly qualified workforce.
As part of the meeting, information was reviewed on the implementation of the Prospective Plan for Joint Work on Exploration, Use, and Protection of Subsoil of the Commonwealth of Independent States Member States for 2023-2030. Analysis of the received information shows that the activities outlined in the Prospective Plan are being successfully implemented. Their execution contributes to deepening cooperation between the geological services of the CIS member states in areas such as geological mapping using new information technologies, creation of global geological information databases, metallogenic and laboratory-analytical research, standardization, certification, and metrology in the field of geological subsoil studies, digital transformation of the geological industry, harmonization of national mineral reserve classifications with international systems, establishment of geoparks, and other related areas.
Members of the Economic Council approved the report on the activities of the Coordinating Council on Accounting of the CIS Member States in 2021-2024. During the period under review, the Coordinating Council systematically exchanged experience and information on the state and development of national systems for regulating accounting and auditing activities, including the experience of applying International Financial Reporting Standards and International Auditing Standards by economic entities of the CIS Member States. The Council also examined a wide range of current issues related to the regulation of accounting and auditing activities in the CIS Member States.
By decision of the Economic Council, the status of a technological platform within the framework of the Interstate Program of Innovative Cooperation of the CIS Member States for the period up to 2030 was granted to the R&D services platform RnD Market. The main objectives of the platform are to automate and simplify the process of finding contractors or customers for R&D and reverse engineering, facilitate their communication, as well as provide comprehensive transaction support services, prepare technical specifications, and more.
By decision of the CIS Economic Council, the status of the basic organization of the Commonwealth of Independent States member states for advanced training and retraining of personnel in the field of quality control of genetic material, veterinary medicines, and food raw materials of animal origin has been granted to the Federal State Budgetary Institution "All-Russian State Center for Quality and Standardization of Medicines for Animals and Feed."
Additionally, the Economic Council adopted a Decision to grant the status of innovation commercialization center within the framework of the Interstate Program of Innovative Cooperation of the CIS Member States for the period up to 2030 to the Limited Liability Partnership "Kazakhstan Center for Technology Commercialization."
The Economic Council members considered the issue of the Interstate Targeted Program "Reclamation of Territories of States Affected by Uranium Mining Industries." It was noted that the implementation of the Program's activities within the framework of the approved project solutions was completed in December 2024. Extensive work has been carried out to reduce the areas of radiation-contaminated territories and prevent the development of emergencies with radioecological consequences in order to ensure safe living conditions and social rehabilitation of the population in the affected regions.
The meeting addressed a range of issues concerning the financing of CIS bodies, statistics, development of small and medium-sized enterprises, insurance services market, archival affairs, and radio navigation in the CIS member states.
The next meeting of the Economic Council is scheduled for July 18, 2025 in Moscow.
