President reviews activities of Tashkent city Security Service

In Uzbekistan, particular attention is given to ensuring a peaceful and secure life for the population and protecting the inviolability of property. Modern approaches based on advanced international experience are being implemented in this sphere. These priority tasks have been assigned to the Department of Security under the Ministry of Internal Affairs.

In accordance with the relevant decisions of the Head of state adopted in 2025, the Department of Security was transferred from the National Guard to the system of internal affairs bodies.

To implement the tasks defined in these documents, specific plans were developed and appropriate measures were taken.

New systems for organizing technical security and providing technical security services to the public have been introduced.

In particular, by installing panic buttons in the entrances of apartment buildings, the number of apartments covered by security patrols has significantly increased. A practice of ensuring the safety of women who have been issued protection orders has also been introduced.

A system of cooperation has been established with the relevant services of the internal affairs bodies in the sphere of protecting facilities and apartments.

As a result, over the year, the number of protected facilities increased by 99 percent, while the number of protected apartments by 118 percent. The number of technical security centers grew by 19 percent, and the number of response teams serving them increased by 15 percent.

In the courtyard of the service's building, the Head of state inspected the special equipment used by the service, drone maneuvers, and vehicles used for maintaining public order.

The President then observed a demonstration of security equipment. Detailed information was presented on the effort being carried out to implement and consistently develop the "Safe City" concept.

As a result of implementing the specific mechanisms defined by the relevant decree of the Head of state from 2023, the "Safe City" concept is being gradually rolled out nationwide. At the exhibition site, the real-time operation of video surveillance systems and various types of cameras, installed taking into account the requirements and requests of legal entities and individuals, was demonstrated. Their technical capabilities were explained, and practical recommendations were provided.

The presentation showcased the capabilities of various cameras equipped with rotation, facial recognition, and license plate recognition functions. This equipment is being installed in mahallas, residential areas, public places, buildings, educational institutions, as well as at the entrances and exits of cities and districts.

Today, the "Kalkon" information system is fully operational in all regional departments of internal affairs. It allows for online monitoring of territories, conducting rapid search operations, managing forces and resources, and solving crimes "in hot pursuit" based on artificial intelligence.

The President emphasized that internal affairs bodies and security services must begin their work at the mahalla level, study the condition of apartments, and ensure their security. Given Tashkent’s status as a metropolis, he underlined the importance of continuous analysis of factors contributing to offenses and crime.

Within the "Safe City" concept, a unified platform has been created, with 13 data centers, a single electronic map, 42,750 intelligent cameras, and 17 fire safety monitoring systems in operation. These systems form the main structural part of the concept.

It was noted that work on implementing and integrating intelligent transport systems, parking management systems, environmental and seismological monitoring, and emergency notification systems, conducted jointly with ministries and agencies, will continue this year.

It was highlighted that the integrated use of the technical capabilities of the unified "Safe City" platform by law enforcement and government agencies has saved several hundred billion soums of budget funds. Uzbekistan's experience in implementing the "Safe City" concept is attracting significant international interest.

The President was informed that the construction of a new, modern building for the Department of Digitalization has begun at the Academy of the Ministry of Internal Affairs. By the end of the year, it is planned to expand the network's coverage, integrate at least four new artificial intelligence-based systems into the platform, and bring the level of digitalization up to international standards.

The President noted that while the forms and factors of crime are changing, corresponding systems and countermeasures have not yet been established. It was stressed that cybercrimes have become particularly frequent, and if efforts to neutralize these threats are not accelerated, serious difficulties could arise for the public.

It was pointed out that the main problem is the shortage of qualified, specialized personnel. It is necessary to pay particular attention to improving the knowledge and skills of employees of banks and internal affairs bodies, as well as their regular training. It was also noted that when implementing video surveillance systems, it is crucial to train specialists capable of installing and effectively managing them, as well as to organize regular training courses.

Following this, there was a review of the measures being implemented in Tashkent to ensure public safety within the framework of the "Safe Street" and "Safe Sidewalk" projects, as well as on gastronomic streets.

During the visit, the training process for security service officers and practical exercises involving crime prevention inspectors were observed.

During the presentation of the situation center's work, the Head of state was briefed on the role of modern management and monitoring systems in ensuring security.

The situation center was established to oversee and monitor the actions of security service units, and to manage, coordinate, and provide online surveillance of its forces and assets during operational and emergency situations.
