It is noted that in recent years, the railways of Uzbekistan have gone a long way in development. An integrated railway system has been created with modern infrastructure that meets the needs of the population and sectors of the economy. Today, this industry reliably and effectively connects all regions of our country and regions.
The decree of the President of the country dated October 10, 2023 "On measures for fundamental reform of the railway transport sector of the Republic of Uzbekistan" serves to modernize the railway industry, create a healthy competitive environment, attract private investment, digitalize management processes and effectively use the country's transit potential.
The purpose of this draft law is to regulate relations in the field of railway transport, and in order to create a healthy competitive environment, attract the private sector to the industry, and eliminate the monopoly of railway transport, the rights and obligations of carriers and operators of wagons (containers) are determined.
It also creates opportunities for wagon operators to own railway wagons by right of ownership, to provide wagons belonging to them to senders, recipients and carriers for a fee based on a contract.
During the discussions, the deputies, emphasizing the importance of the bill, noted that the draft provides for preferential travel, rights and obligations of passengers on railway transport to support citizens in need of social protection.
In order to create a legal basis for public-private partnership in this area, to stimulate the participation of the non-governmental sector, the draft law establishes the possibility of transferring land plots allocated for the needs of railway stations and railway transport to a private partner for construction, modernization and management on the basis of public-private partnership agreements.
The adoption of the bill will serve to create a competitive environment in the industry, improve the quality of transportation of citizens by rail, reduce prices, meet the needs of the state and citizens in the safe transportation of passengers and goods by rail, as well as attract foreign investment and deepen international cooperation in the field of rail transport and international transportation.
— On August 13 of this year, this bill was considered at the next plenary session of the Legislative Chamber and conceptually adopted in the first reading, — said Deputy Bahrom Rakhmonaliev. — During the discussions, the deputies raised a number of issues, made their suggestions and recommendations. Today, together with the members of the committee's working group, these proposals are being analyzed and those that are considered justified will be reflected in the text of the draft.
As the deputies noted, this document provides an opportunity at the legislative level to resolve issues not regulated by law, to increase the responsibility of carriers, business entities, state and economic management bodies in the performance of their tasks and functions, as well as in relations.
During the seminar, deputies of the Legislative Chamber got acquainted with the production of freight wagons, major repairs, production of spare parts for wagons and other types of equipment, creation of complex metal structures, casting of parts made of steel, cast iron and non-ferrous metals.
The activities of JSC Tashkent Car Building and Repair Plant for the modernization and re-equipment of passenger cars were also studied, and the necessary recommendations were given to improve its activities.
The event developed proposals and recommendations for further improvement of the draft law.
