Understanding and interpretation of terms
Legislation on subsoil - The purpose of this Act is to regulate relations arising during the ownership and disposal of mineral resources, as well as the use and protection of mineral resources.
This Law does not apply to relations arising from the use of land resources, related to the use of land, water (except groundwater of industrial importance), flora and fauna, atmospheric air and their protection.

This Law and industry-specific legislation provide the legal framework based on modern methods of regulation and management methods of geological information for sustainable development of mineral resources of the Republic of Uzbekistan by attracting market-oriented investments with the support of appropriate institutions.
Beneficiary owner – a person who directly or indirectly controls or owns a legal entity. If such a person owns a share in the amount of twenty-five percent or more of such a legal entity, either directly or through one or more interconnected legal entities, such person is automatically considered to be the beneficiary owner in addition to any other qualification criteria;
Authorized person - a person with special knowledge in the field of mineral resources management, recognized as a competent person in accordance with applicable national and (or) international standards;
underground storage - the use of underground space for purposes not related to the extraction of minerals, including oil, gas, gas condensate, underground waters of industrial importance, other substances and materials for underground storage, storage and disposal of waste;

Permit for the right to use underground plots - a document issued by the competent body confirming the right to use the subsoil plot within a certain border in accordance with the types of use of the subsoil within the specified period of time provided for by Article 30 of the Law and determining the conditions for the use of subsoil plots;
Subsoil plot - an underground plot, consisting of one or more cadastral squares specified in the permit;
The main activity in the field of mineral resources is the following type of activities regulated by this Law: geological exploration of solid state minerals, extraction of solid minerals, hydrocarbon reconstruction, geological study of hydrocarbons, hydrocarbon extraction, geological exploration of underground reservoirs, storage underground;
subsoil user - a legal or natural person who has a permit for the right to use subsoil plots in accordance with this Law;
Geological exploration of the earth's crust - special research works to determine the peculiarities of the geological structure of the earth's crust, including regional geological exploration of the territory of the Republic of Uzbekistan, prospecting, evaluation and prospecting for mineral deposits, determination of the quantity and quality of mineral reserves, their technological properties and economic value, as well as other properties of the earth's crust complex;
working day - any calendar day, except Saturdays and Sundays and non-working holidays established in accordance with the Labor Code of the Republic of Uzbekistan;
cadastral square is the minimum unit of area in the cadastral grid, each side of which is equal to ten sixtieth seconds in the geographic coordinate system;
Land plot of the cadastral square surface - the territory on the surface of the cadastral squares, included in the permit;
collection of collection materials - collection of samples of rare earth raw materials, paleontological remains and other geological collection materials;
Mine development project - project of works (services) approved by the technical consultant for the entire period of mining activity. The project will include a description of the installation, operation and closure of the extraction site, as well as general information on the proposed project, its technical implementation and expected timelines. It provides for an acceptable operating plan for a limited period of time, and this plan comprehensively describes all relevant technical activities, including the requirement for manpower, compliance with occupational health and safety, and environmental protection;
Mining activity - activities related to the development of the deposit, including prospecting, geological exploration, construction and maintenance of infrastructure facilities for mining activities, mining, concentration, enrichment or processing, processing, separation and transportation, as well as geological exploration, development, production or processing of solid minerals other types of auxiliary activities;
Objects of the infrastructure of mining activities - any building, device, plant and other basic equipment built or used for the purpose of mining activities;
Mining waste — wastes (solid, semi-solid and liquid) that are directly generated as a result of prospecting or extraction of minerals, including hydrocarbons, as well as processing, including refining and smelting, including residues of beneficiation plants, refining and smelting wastes, effluent rocks, high soil during waste processing layers and slurries, technological materials and related products suitable for disposal;
Proper oil and gas practice - technologies, methods and procedures used by prudent and conscientious operators in similar situations and conditions arising in connection with the relevant aspects of oil and gas operations in the world oil and gas networks;
Mineral raw materials - minerals mined and subjected to primary processing;
Oil and gas deposit - a layer of hydrocarbons or several layers of hydrocarbons formed or associated with a single geological structure or stratigraphic conditions by which hydrocarbons can be extracted;
petroleum products — products that are fractionated or otherwise obtained from crude oil or natural gas during refining or processing;
oil and gas infrastructure facility - any structure, device, plant and other main equipment built or used to carry out oil and gas operations;
oil and gas operations - activities related to the recognizability, geological exploration and extraction of hydrocarbons, including activities related to development, storage, preparation, processing, transportation, or other activities carried out for the purpose of recognizing, geological exploration and extraction of hydrocarbons;
Nonmetallic minerals - minerals that do not contain metals, used in a natural state or in purified and processed;
products of deep natural gas processing - products obtained as a result of natural gas processing in order to ensure its suitability for purification and distribution and use in pipelines;
Experimental mining - extraction of minerals carried out in the process of geological exploration of the earth's crust in order to develop or improve technologies for enrichment and processing of minerals, to select rational methods and methods of industrial development of mineral deposits, as well as the use of man-made mineral extractions;
Technical consultant - a person who is technically capable of preparing such documents for application as a feasibility study, a mining development plan, a plan to eliminate the consequences of mineral use, as well as other documents in the field of planning necessary for the implementation of mining activities;
man-made mineral formations - waste accumulations containing useful components suitable for subsequent use in the composition of mining, processing (beneficiation) and energy industries;
Commercial find — economically profitable mining at the time of development, taking into account the current technical and technological level;
Hydrocarbon deposit - one or more layers of hydrocarbons, formed in the ground within a single structure or layer, the quantity, quality and reserves of which have been determined;
Hydrocarbons find - any find of hydrocarbons in any part of the subsoil included in the permit for the geological study of hydrocarbons, regardless of quantity, quality or economic expediency;
Hydrocarbon layer - a porous and permeable geological derivative, containing separate and individual natural (liquid or gaseous) heaps of hydrocarbons, bounded by impermeable rocks and (or) water barriers and having the characteristics of a single natural pressure system;
Hydrocarbon assessment - to determine the quantity and quality of hydrocarbon reserves extracted from a potential hydrocarbon layer after the discovery of hydrocarbons, as well as the size, scale and commercial use of one or more such potential layers in order to determine the size and scope of one or more such potential layers, as well as the possibility of its commercial use. all work performed by the user in the framework of the geological study;
Joint development of hydrocarbons - joint hydrocarbon extraction work by several underwater users on a contractual basis, including using common infrastructure for the development of the corresponding field, in relation to one or more layers of hydrocarbons located within the boundaries of one oil and gas field in underground areas subject to different permits for the extraction of hydrocarbons;
Hydrocarbon reconnaissance works - geological, geochemical and geophysical exploration works carried out during the search for hydrocarbons in a certain section of the earth's crust by using one method: seismic, gravimetric, magnetic, electrical, electromagnetic, geochemical studies, including drilling works for a depth of three hundred meters;
hydrocarbon extraction - any work related to the development of an oil and gas field or hydrocarbon layer, extraction, transportation, preparation and separation of hydrocarbons, or construction, installation, operation or maintenance of oil and gas infrastructure facilities;
utility component - a component of a mineral whose extraction for commercial use is technologically feasible and economically feasible;
minerals - natural mineral formations of hard, liquid or gaseous state of inorganic and organic origin in the earth's interior, including groundwater of industrial importance, salt solutions of salt lakes;
• Mineral deposits - an underground plot containing minerals, which can be an object of development in terms of quantity and quality;
mining of minerals by the gold prospecting method - mining of precious metals and precious stones by non-industrial method on the basis of entrepreneurial risk from underground areas, including areas of slick gold deposits;
Mineral extraction - a set of works related to the extraction of minerals from the earth's surface;
environmental expertise - determination of the environmental requirements of planned or ongoing economic activities and other activities in accordance with the Law of the Republic of Uzbekistan "On Environmental Expertise", and determination of the possibility of implementing the object of environmental expertise;
Electronic auction - a method of conducting electronic auctions in the form of an auction, in which the right to use a subsoil plot is carried out online on a specialized electronic trading platform in the world information network Internet, on the basis of equal access to the auction;
Solid minerals - natural mineral formations, organic matter and their mixtures, ore and non-metallic minerals, located in solid form in the underground layers or on the earth's surface;
The main types of solid minerals are solid minerals that differ from non-metallic minerals.
