History of the Mining and Geology Control Inspectorate at a glance
The origins of the creation of a system of supervision in the mining industry in our country go back deep in history - the XVIII century.
On December 10, 1719, on the initiative and by the relevant decree of Peter I, the Berg Collegium was established, which became the body of the mining administration in the Russian Empire, responsible for the management of the mining industry.
The Berg Collegium was a functional analogue of the ministry and existed in the period from 1719 to 1806.
The main functions of the Berg Collegium included the management of mining plants and their products, the allocation of land for factories and mines, the issuance of recommendations on the technical and technological development of plants, as well as the implementation of supervisory functions in relation to plants.
In 1804, as a result of the reform of local mining administration, five mountain districts (mountain administrative districts) were formed in the Russian Empire.
On June 13, 1806, the Berg Collegium was reformed and transformed into the Mining Department as part of the Ministry of Finance.
In 1861, the "Mining Police" was created under the Berg Collegium, the main task of which was to supervise the safety of work in mines and mines. At the same time, requirements were established for mandatory notification of the start and end of mining operations, as well as accidents that occurred at enterprises. Thus, it actually became the first state body of mining supervision over the safety of work in the mining industry.
On June 1, 1882, the Mining Department as part of the Ministry of Finance was reformed and transformed into the Factory Inspectorate, on March 9, 1892 into the Special Mining Inspectorate, and later on June 7, 1899 into the Main Provincial Inspectorate for Factory and Mining Affairs.
After a number of reforms, on June 30, 1922, the body was reorganized into the Central Department of Mining Supervision, on May 19, 1927 into the State Mining Technical Inspectorate Gosgortekhnadzor.
At the same time, the Inspectorate was also tasked with monitoring the implementation of laws and government orders by mining enterprises, monitoring compliance with mining safety rules, technical supervision, including steam boilers with their examination, accounting and analysis of industrial injuries, investigating accidents, supervising surveying work and managing mine rescue services.
Thus, the Main Directorate of Mining Supervision of the Ministry of Geology and Mineral Protection, the Main State Inspectorate of Boiler Supervision of the Ministry of Power Plants and the State Technical Inspectorate of the Ministry of Oil Industry of the USSR became part of the Inspectorate.
At the same time, with the beginning of the development of mining operations and the mining industry in Uzbekistan, by the decision of the Council of Ministers of the USSR dated December 16, 1947 No1048, the Administration of the Central Asian Mining District of the Main Directorate of the State Mining Supervision under the Council of Ministers of the USSR was established, the main task of which was to exercise control over mining and blasting operations, as well as work safety.
On July 1, 1954, the State Mining Technical Inspectorate Gosgortekhnadzor was transformed into the Committee for Supervision of Safe Conduct of Work in Industry and Mining Supervision under the Council of Ministers of the USSR Gosgortekhnadzor of the USSR, on January 15, 1966 it was transformed into the State Committee for Supervision of Safe Conduct of Industrial Work and Mining Supervision under the Council of Ministers of the USSR.
After the independence of the Republic of Uzbekistan, as well as taking into account the increase in the production of uranium, precious metals, coal and hydrocarbons and the mining industry as a whole, in 1996 the body was transformed into the State Committee "Gosgortekhnadzor" of the Republic of Uzbekistan, in 2000 into the Agency "Sanoatkontekhnazorat", and in 2004 into the State Inspectorate "Sanoatkontekhnazorat".
In 2011, with the assignment of additional functions to supervise the reliability of the volume of minerals and the quality of geological exploration, the Inspectorate was transformed into the State Inspectorate "Sanoatgeokontekhnazorat", and on February 1, 2019 into the State Committee for Industrial Safety of the Republic of Uzbekistan.
In accordance with the Decree of the President of the Republic of Uzbekistan dated May 24, 2024 UP-79 and the Decree of the President of the Republic of Uzbekistan dated May 24, 2024 NoPP-187, the body was transformed into the Inspectorate for Control in the Field of Mining Industry and Geology.
With a long history, as well as experience and more than 77 years in the status of a state supervision body of Uzbekistan and more than 305 years in the status of a state supervision body of the Russian Empire, the Inspectorate performs the following tasks:
- implementation of state control over compliance by subsoil users with the requirements of legislation and regulations in the field of technical regulation in the field of use and protection of subsoil during their geological study, extraction of minerals (including groundwater) and processing of mineral raw materials, by legal entities and individuals - the conditions of subsoil operation;
- implementation of state control over compliance by legal entities and individuals with the requirements of legislation and regulatory documents in the field of technical regulation related to ensuring industrial safety in the mining industry, in the field of geology and subsoil use, blasting operations and circulation of explosive materials;
- improving the procedure for the examination and declaration of industrial safety at hazardous production facilities related to the mining industry, geological exploration in the oil and gas industry, mining, mining, processing of solid minerals and blasting, as well as maintaining the state cadastre of zones with high man-made risk and participation in the accreditation of experts in these areas;
- taking measures to ensure control over the timely conduct of surveying work and maintaining reliable records of extracted (separated) minerals during the use of subsoil, as well as to identify excess losses of minerals during the extraction and processing of mineral raw materials and bring the perpetrators to justice in accordance with the law;
- Carrying out licensing, permitting and notification procedures in the field of mining, blasting, circulation of explosive materials and relevant areas of industrial safety;
- participation in the development of draft regulatory legal acts and regulatory documents in the field of technical regulation of industrial safety in the mining industry, the field of geology and mining, including the extraction and processing of solid minerals, blasting operations, circulation of explosive materials in accordance with the established procedure;
- advanced training of specialists operating in the mining industry, geology, subsoil use and mining, blasting, turnover of explosive materials, taking into account the accelerated development of equipment and technologies;
- introduction of effective systems for the prevention of offenses in the field of mining and geology through the use of modern digital technologies and space remote monitoring in the activities of the Inspectorate;
- development of interdepartmental cooperation to identify and take prompt measures in cases of illegal use of subsoil;
- regular informing of the general public about the revealed violations in the use of subsoil and their consequences, as well as the development of proposals for improving law enforcement practice and legislation in this area;
- regular adoption of effective control measures for violations of the requirements of legislation and regulations in the field of technical regulation in the field of drilling wells for groundwater and operation of water intake facilities.
Based on the above, the Inspectorate remains the main state body for control in the field of mining and geology in accordance with the Laws of the Republic of Uzbekistan "On Subsoil" (NoZRU-987) and "On Industrial Safety of Hazardous Production Facilities" (NoZRU-57).
