Dear colleagues!
In recent years, large-scale reforms aimed at preventing and combating corruption, eradicating corruption factors in all spheres of state and social development have been consistently implemented in our country.
Recognizing the results of the reforms carried out in our country to combat corruption by the international community, it is necessary to separately note that the use of preventive mechanisms for combating corruption is a priority based on the relevant decrees and resolutions of the President of the Republic of Uzbekistan, as well as specific measures have been identified to ensure the transparency of the activities of state bodies and organizations.
Proof of the effectiveness of the measures taken is that at the end of 2024, Uzbekistan's position in international openness ratings improved by 138 positions, rising to first place in Central Asia and to 30th place in the world. According to the anti-corruption policy rating of the international non-governmental non-profit organization Transparency International for 2024, our country took 121st place out of 180 countries, gaining 32 points.
However, at the same time, the fact that the world economy suffers a loss of 3 trillion US dollars annually due to corruption cannot be ignored, indicating that it is a global threat that undermines people's trust in the state, the Constitution and laws, and becomes a serious threat to sustainable development and security.
The holding in March of this year under the chairmanship of the President of the Republic of Uzbekistan of an expanded meeting of the National Council for Combating Corruption on the topic "Effectiveness of work to prevent corruption and priority tasks for the future" and the assignment of a number of important instructions to the relevant leaders is another clear proof that the fight against corruption has reached the level of state policy in our country.
As is known, in the effective fight against corruption, the priority tasks are the establishment of specific measures to prevent corruption in all spheres of state and public life, the timely detection and suppression of corruption offenses, the elimination of conditions conducive to corruption, as well as ensuring the inevitability of responsibility for the commission of offenses.
In order to establish the above measures and improve the anti-corruption mechanism, the Inspectorate for Control in the Mining Industry and Geology has developed a number of internal regulatory documents and procedures.
In particular, about 15 internal documents have been adopted, such as the Anti-Corruption Policy, the Regulation on Conflict of Interest Management, the Methodology for Assessing Corruption Risks, the Code of Conduct for Employees of the Inspectorate and others.
Communication channels were also created to report on the corrupt actions of the Inspectorate's employees, information about these communication channels is posted on the official website of the organization and in social networks.
A memorandum of understanding on cooperation between the Anti-Corruption Agency and the Inspectorate was approved, as well as an action plan for priority tasks to combat corruption in the organization in 2025, a number of practical work was carried out to form an uncompromising attitude towards corruption among employees of the system.
In turn, the Inspectorate for Supervision of Mining and Geology rejects any forms and manifestations of corrupt practices, ensures the formation of a strong intolerance to corruption in society, carries out practical work to prevent corruption in the system and eliminate its causes, pays special attention to strict compliance with the law, ensuring honesty, openness and transparency.
Each of us must not only consciously comply with the legislative documents adopted in our country, but also consider this work as our human duty.
I would like to take this opportunity to urge our colleagues and compatriots to comply with business standards, strictly comply with the current anti-corruption legislation, and unite to promptly report on corruption, conflicts of interest and violations of the law.
