An important step in anti-corruption taken at the Inspectorate for Control in the Mining Industry and Geology

At the seminar, Jamshid Zikirov, Chief Anti-Corruption Specialist, delivered a lecture on the topic "Policy on giving and receiving gifts, organizing and participating in business events, and implementing representative expenses". It was noted that this internal document was approved by the inspectorate's order No. 147 dated December 30, 2025, and defines clear mechanisms for preventing conflicts of interest during the performance of official duties by employees.
During the meeting, it was explained that the procedure for handling gifts in official activities is regulated in accordance with the requirements of the Law of the Republic of Uzbekistan "On State Civil Service" No. LRU-788. In particular, according to Articles 13, 15, and 18 of the Law, state civil servants are strictly prohibited from receiving any type of reward or gifts in exchange for performing or not performing their official powers in the interests of individuals and legal entities. Symbolical gifts received during business trips and official international events are the only exception, and their value must not exceed 4 times the base calculating amount.
According to the new procedure, all official gifts with a value exceeding 4 BCA must be handed over within 3 working days and entered into the balance sheet of the inspectorate. It was also established that the amount of mutual gifts between employees must not exceed 1 BCA and must be presented in the presence of at least 3 colleagues. Receiving gifts from individuals and legal entities under the pretext of any holiday is completely prohibited. Business gifts in the form of cash, luxury items, or purchase certificates are evaluated as a corruption offense.
At the end of the training session, the participants received answers to their questions, and it was reminded that every employee is required to familiarize themselves with this policy under personal signature.
The seminar demonstrates the effective functioning of the internal control and compliance system in government agencies. Creating an environment of intolerance towards corruption primarily serves to ensure the objectivity and transparency of management decisions.
The regular conduct of such preventive measures not only eliminates bureaucratic barriers in the system but also guarantees the targeted allocation of state resources, increasing the economic stability of ensuring legality in the mining sector.
