Illegal Extraction of 106,769.7 Cubic Meters of Sand and Gravel Mixture Discovered at a Deposit in Sirdaryo Region

The investigation revealed that “S.S.I.” LLC, operating in Sirdaryo region, failed to comply with licensing requirements. The company had not developed an annual mining development plan and lacked the necessary permits. The inspection activities were organized in accordance with the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated December 4, 2018, No. 983 and the Decree of the President of the Republic of Uzbekistan dated November 14, 2024, No. UP-184.
Measurement results showed that a total of 850,829.9 cubic meters of material was extracted over an area of 114,665.4 square meters, including 88,760.2 cubic meters of sand and gravel mined inside the deposit zone in excess of the approved volume. Furthermore, the illegal extraction of 106,769.7 cubic meters of sand and gravel mixture was detected entirely outside the boundaries of the mining allotment. While criminal proceedings had previously been initiated regarding 24,190 cubic meters of this volume, the remaining 82,579.7 cubic meters were identified through space monitoring data.
Pursuant to the submission of the Boyovut District Prosecutor's Office of Sirdaryo Region investigative actions within the initiated criminal case were continued. Repeat measurements conducted on April 22, 2026, demonstrated that since 76,074.4 cubic meters of the illegally excavated area had been backfilled by the company during land restoration, the actual remaining volume of damage currently stands at 6,505.3 cubic meters. All materials compiled by the Inspectorate have been submitted to the prosecutor's office for legal assessment and recovery of economic damages.
These monitoring activities demonstrate the strictness of state oversight regarding the rational use of subsurface resources and the timely detection of violations using modern technologies. Strengthening the enforcement framework helps prevent the plundering of natural resources and increases the legal accountability of businesses.
