Combatting the Shadow Economy: 90.6 Billion UZS in Damages Identified in Q1 2026

During the reporting period, a total of 195 monitoring activities were conducted to curb illegal mining of minerals. As a result, illegal extraction of 4.5 million cubic meters of resources was identified. According to preliminary estimates, the amount of damage to state interests totaled 90.6 billion UZS. The collected materials have been submitted to law enforcement agencies for further legal action.
Simultaneously, special focus is being placed on increasing state budget revenues and expanding the tax base. During audits, an additional 0.27 million cubic meters of minerals concealed from the taxable base were discovered. Currently, relevant information is being sent to regional tax departments to calculate and collect the necessary taxes for the budget.
Anti-corruption measures within the system have also been tightened. These activities fully covered the central apparatus of the Inspection, 5 regional departments, 3 mine-technical inspections, and the Militarized Mine Rescue Unit. The execution of all planned tasks and assignments in the approved sector program was fully ensured.
To strengthen the regulatory framework, amendments were made to internal regulations in accordance with the instructions of the Cabinet of Ministers of the Republic of Uzbekistan dated January 6, 2026, and the Inspection Head's Order No. 42 dated December 30, 2025. Furthermore, Order No. 123 dated January 24, 2026, approved the Regulation on rewarding persons who report corruption-related offenses.
In line with Decree of the President of the Republic of Uzbekistan No. UP-154 dated June 14, 2022, 19 types of socially significant information were published on the Inspection's official website as open data.
These results indicate that the monitoring system is evolving not just as a punitive measure, but as a mechanism for economic stability. Limiting illegal mining and expanding the tax base increases budget revenues while fostering a healthy competitive environment for businesses. Ensuring legality is an economic guarantee for preserving mineral wealth for future generations.
