As part of the visit, the Deputy Minister of Mining Industry and Geology of the Republic of Uzbekistan, U. Yusupov, met with the President of the Republic of Paraguay, Santiago Peña. During the dialogue, the parties reached important agreements on the rational use of natural resources through subsurface exploration and the implementation of modern technologies.
This dialogue represents a significant step for Uzbekistan in expanding its raw material base, which is in high demand on the global market, and in exchanging international expertise.
Strategic Directions and Joint Projects
The main agenda of the meeting focused on the implementation of mutually beneficial projects in the mining industry. Both sides conducted a detailed analysis of the possibilities for jointly organizing geological exploration activities and applying advanced international standards to this process.
Key attention during the talks was directed toward the following priority areas:
-
Study of Critical Minerals: Exploration and development of rare metals and critical minerals essential for modern industry and high technologies;
-
Geological Exploration: Conducting joint research in promising areas within both countries and identifying new deposits;
-
Exchange of Experience: Training specialists and combining scientific and technical potential in the field.
The Paraguayan side highly praised Uzbekistan's extensive experience in the mining industry and its reforms aimed at modernizing the sector.
Legal Framework and Practical Cooperation Mechanisms
During the negotiations, particular emphasis was placed on improving the regulatory and legal framework in the field of geology and subsurface use. Successful international cooperation requires, above all, legal guarantees and transparent mechanisms.
In this regard, it was decided to establish direct contacts between the specialized agencies and major mining companies of Uzbekistan and Paraguay. This will serve to expand not only state-level agreements but also practical business cooperation.
The parties agreed to share legislative experience regarding the protection of subsoil, ensuring environmental safety during the extraction process, and attracting foreign investment to the sector.
Control and Transparency: Future Tasks
At the conclusion of the meeting, proposals for a concrete "road map" for cooperation were formulated. In the future, a permanent monitoring mechanism is planned to be introduced between the relevant ministries of both states. This will ensure the timely and high-quality implementation of the reached agreements.
The tasks defined for the mining industry include the following:
-
Formation of sectoral working groups;
-
Use of modern digital technologies in field development;
-
Ensuring openness and legality in the resource management system.
This dialogue between Uzbekistan and Paraguay demonstrates the new geopolitical and economic significance of the mining industry. As the global transition to a "green economy" accelerates, the competition for critical minerals and cooperation in this field have become matters of paramount importance.
This meeting confirms that Uzbekistan is a reliable partner in resource management, not only regionally but also on a global scale. The improvement of the state control system and its adaptation to international standards are, in turn, key factors ensuring the flow of large investments into the country's economy. Ensuring legality in the use of subsoil is a guarantee of long-term sustainable development.
